Job Description

Background:

The Directorate for Mission Services (MS), Chief Information Officer (CIO) established the Enterprise Senior Information Technology Advisors Program to support the Department of Defense Intelligence Information System (DoDIIS) Enterprise's mission, CIO's strategic mission, and the Intelligence Community Information Technology Enterprise (IC ITE) strategy and implementation.

The Department of Defense (DOD) Intelligence Information System (DoDIIS) is a standard for intelligence systems and applications interoperability within the DoDIIS Enterprise. DoDIIS provides an integrated strategic system-of-systems environment to the DoDIIS customer performing intelligence functions consistent with IC ITE Architecture. Historically, DoDIIS systems have been developed individually by the Services, Agencies, and Organizations and independently funded through the General Defense Intelligence Program (GDIP).

The CIO's Strategic Vision is to facilitate and enhance information sharing across DoDIIS Enterprise, Achieve World-class IT Security and Collaboration across multiple networks, develop the CIO workforce, and to operate effectively and efficiently. Additionally, CIO's focus is to strengthen their commitment to their customers through partnerships and collaboration, delivering consistent and reliable IT services helping the customer to achieve their program mission objectives. This contract will play a critical role in helping CIO achieve that ultimate goal, resulting in greater trust across DIA and DoDIIS.

Responsibilities:
  • Provide senior level consulting in support of end-to-end acquisition support services for all CIO customers/stakeholders.
  • Advise in the preparation of acquisition strategies, packages, and documentation.
  • Perform agile business transformation to implement tools and processes to manage activities using agile methodologies.
  • Provide analysis and recommendations to support transition to commercially provide development models for improving acquisition mechanics.
  • Develop and enhance software and services acquisition framework architecture based on commercial best practices and enterprise architecture, frameworks, and methodologies.
  • Provide technical SME support to develop, standardized and integrate DevOps and Agile best practices.
  • Drive process improvement to DIA's acquisition processes.
  • Develop agile business transformation tools and processes to manage activities using agile methodologies.
  • Provide software engineering and architecture expertise.
  • Develop acquisition architecture and engineering roadmap.
  • Support Stakeholder Engagement in identifying and developing business needs, requirements, capability, architectures, software design, agile task prioritization, and other requirements as needed.
  • Other tasks as required.


Qualifications
  • Must have at least 5 years' experience with DoD/IC IT Acquisition.
  • A bachelor's degree or equivalent training and experience. Master's degree preferred with advanced training in IT DoD/Acquisitions.
  • Excellent oral and written communication skills with customer, team, and leadership.
  • Understanding of the IC, IC ITE, DoD, and DIA acquisition frameworks and architectures.
  • Experience with Federal Acquisition Regulation (FAR), DoD FAR Supplements (DFARs), and/or DoD Acquisition 5000 Series and ICD 801.
  • Experience with Agile framework and other DevOps methodologies

Preferred Qualifications:
  • DAWIA Level I, II, and/or III certification
  • Certified SCRUM Master
