Project Overview:

RIVA Solutions Inc. is seeking anIT Project Manager for Operations and Maintenance (Change/Release Manager) to support the Information Technology Services Desk Support and Engineering Serves Contract at U.S. Department of Health and Human Services

The Operations Manager will serve as part of the leadership team helping to provide Deliver, maintain, and improve secure environments for the customer and associated customers centered on enterprise-wide infrastructure, hardware, and software supporting a full range of end-user services; communications and collaboration; wired and wireless networking and telecommunications; compute, storage, and server technologies (e.g., hyperconvergence/cloud); and experience management (e.g., network, application, and performance monitoring).

The Operations Manager will lead and direct all Contractor personnel in the execution of all tasks related to program and project management, IT asset management, and engineering and operations support. This position is located onsite at OIG headquarters in Washington, DC. Telework may be possible, but at the discretion of the customer.


  • Serve as the primary point-of-contact to the Government for the scope, performance, and execution matters.
  • Oversee the execution of the tasks contained in this task order in a manner consistent with the service level agreements as well as industry best practices and execution standards.
  • Oversee reporting of performance and execution data and information on a periodic basis and address customer questions and concerns
  • Manage all Contractor staff ensuring proper execution of tasks, completion of work assignments.
  • Ensure billing accuracy.
  • Engage with the customer at the enterprise architecture level to strategically align the demand for new technical capabilities and the services provided the ecosystem
  • Collaborate with other ecosystem support functions such as Integrated Operations, and the Integrated Service Center to manage the cross-functional processes required for seamless service delivery
  • Manage team and individual performance.
  • Resolve/monitor customer escalations as appropriate.


  • Leader in IT Operations implementation and delivery
  • Lead managed IT infrastructure service transitions
  • Familiarity with IT Service Management toolsets such as ServiceNow.
  • Demonstrated work experience and leadership in IT Operations
  • Experience leading large teams in a matrixed management structure
  • Demonstrated experience producing programmatic deliverables
  • Demonstrated experience with facets of personnel management
  • Experience of performance data analysis of ITIL processes
  • Skilled at working collaboratively in a complex environment and driving performance achievement and improvements
  • Data-driven mindset of service excellence and customer satisfaction
  • Successful teamwork experience and demonstrated leadership abilities
  • Ability to communicate across communities with exceptional written and oral communications skills, including executive-level presentations
  • Leadership experience with diverse, multi-domain, distributed teams and multiple simultaneous projects

Education/Certification Requirements:

  • Bachelors degree in Computer Science, Engineering, Business, or related field or equivalent work experience.
  • Total of 7 years of relevant experience.
  • Current Project Management Institute (PMI) Project Management Professional (PMP) certification or Federal Acquisition Certification for Program and ProjectManagers (FAC-P/PM) Senior Level (Level III) certification.
  • U.S. Citizenship or have been a permanent resident for more than 3 years.
  • Must be able to obtain a Public Trust Suitability.
