SUMMARY: Mid-Atlantic developer Questar is setting a new standard of luxury high-rise living in Baltimore with the introduction of 414 Light Street – a 44-story residential tower located in the Inner Harbor of downtown Baltimore, offering an exquisitely modern lifestyle, luxury resort service equivalent to a five-star boutique hotel and best-in-class amenities. We are seeking a seasoned and driven Chief Engineer with strong supervisory and organizational skills to oversee the maintenance and mechanical building systems of this 394-unit ultra-luxury high-rise apartment building. This position reports to the Director of Residences. The Chief Engineer will be a hands-on, working supervisor responsible for managing daily activities, which include but are not limited to the supervision and work assignments of the maintenance team and porters, ensuring processes and repairs are fulfilled, as well as the ongoing maintenance and presentation of the appearance of the property. The Chief Engineer serves as the custodian of the maintenance program for one of the most high-end and luxurious high-rise apartment buildings in the Mid-Atlantic. The Chief Engineer must demonstrate the apex of commitment, competence, organization and service. The Chief Engineer should be aware of all maintenance issues, preventative needs and service team performance occurring at the property. It is expected that the Chief Engineer will build, develop and manage a best-in-class service team to ensure that the property is exceeding expectations of both the residents and the owner 24/7. ESSENTIAL DUTIES AND RESPONSIBILITIES: · Oversees all aspects of the daily maintenance operations of the property in accordance with company policies, lease agreements and applicable laws. · Ensures the efficient execution of all preventative, ongoing and anticipated maintenance programs of key asset systems, including, but not limited to, HVAC and duct systems, fire protection/sprinkler systems, plumbing, vertical transportation and electrical equipment. · Ability to work at a fast pace, perform duties while under pressure and meet deadlines in a timely manner. · Must be able to manage competing priorities and customers (residents, management and ownership) that are equally important. · Inspects property on a regular basis and creates appropriate service requests to facilitate the correction of all deficiencies to maintain the property common areas in pristine condition 24/7. · Performs inspections with Director of Residences for purposes of ensuring quality of units made ready for occupancy and condition of common areas are exceeding expectations. · Ensure expeditious completion of all maintenance requests. This includes completing maintenance requests when necessary. · Responsibility for completion of annual building systems inspection/testing, and maintenance requirements. · In charge of sustaining peak efficiency operation levels for all property components. · Directly supervises Maintenance Technicians and Porters, effectively managing staff to include activities such as assigning work, providing supervision and direction as needed. · Ensures all team members understand and meet all safety requirements and adhere to best safety practices while performing their jobs. · Provides consistent, high-quality customer service to residents and works to achieve a high level of resident satisfaction with maintenance and porter services through observation, supervision, training and monitoring. · Maintains company customer service standards, responds clearly and in a timely manner to residents’ needs and complaints, and ensures resolution. · Maintains appropriate vendor relationships and third-party service agreements as they relate to maintenance and ensures vendors meet company standards of quality and service. · Receives and manages maintenance-related inventory at the property. · Responsible for maintaining budget expenses for repairs and maintenance. · Assists with the preparation of the repairs and maintenance budget and capital improvement project budgets by offering insight and reporting possible adjustments based on property needs. · Ensure that retail/commercial tenants are in compliance with lease required preventive and ongoing maintenance for their spaces (including but not limited to pest control, HVAC, exhaust/duct/hood cleaning, window cleaning). · Understands and assists with community compliance with Fair Housing requirements and all applicable laws, codes and ordinances. · Reinforce monthly staffing schedules, ensuring 24/7 emergency coverage. Manage ongoing staff development efforts and skill building/learning initiatives. · Understands that a flexible schedule is required with weekend coverage necessary and as an on-call employee in case of emergency and understands the appropriate response to various maintenance emergencies. · Must maintain a clean, neat and professional appearance as well as a neat, organized, clean and safe work environment, including but not limited to any office, maintenance shop or storage areas. · Must wear the required uniform and maintain a professional appearance at all times. · Perform other related duties and assignments as required. QUALIFICATIONS: Experience in residential high-rise apartment maintenance management and knowledge of applicable laws and regulations required.Knowledge of building systems similar to the property and the property maintenance of them.Excellent organization, prioritization, time management and project execution skills.Universal HVAC (CFC) certification required.Residential Management certification preferred. Certified Apartment Maintenance Technician (CAMT) license desirable. Excellent written and verbal communication skills.Ability to work independently with minimal supervision.Ability to multi-task and adapt to changing priorities.Must interact effectively with all levels of employees and external contacts.Must work well under pressure, exercise good judgment when making decisions and handle stressful situations in a mature, professional manner. EDUCATION AND TRAINING: A four-year bachelor’s degree in a relevant field from an accredited university and five (5) years’ experience in a property management organization is required. EXPERIENCE: A minimum of five (5) years of property management experience required. Supervisory maintenance experience to include departmental organization; personnel supervision and development; building management, operation and maintenance; expense control. Strong working knowledge of customer service principles and practices. Ability to read, analyze and interpret technical procedures, regulations or documents with a similar degree of complexity. Strong interpersonal, time management and customer service skills required. Computer skills including: Building Management System software, internet, e-mail, (MS Outlook). Knowledge of database and real estate property management applications. Experience and knowledge using BuildingLink, YARDI, or a similar operations system is a requirement. COMPENSATION PARAMETERS: Compensation for this position will be determined by experience and skill level. In addition to a highly competitive salary, the position will be eligible for annual and periodic performance incentives and bonuses, and employee rent discount.
