Reporting to our CFO, this role is responsible for ensuring the policies and procedures of the Credit Union comply with the appropriate laws and regulations. Analyze new and pending laws that could directly affect the Credit Union's current practices. Develop and revise current policies and procedures to ensure compliance. Works with BSA/OFAC Officer to ensure all affected areas of the Credit Union are kept informed of changing laws and procedures for implementation to be completed at the appropriate time. Conducts or reviews findings of audits of the Credit Union to assess the effectiveness of controls, accuracy of financial records and efficiency of operations and assist where needed in facilitating resolutions; provides documentation of the Credit Union's internal control systems; reports findings and make recommendations. Responsible for the management of Business Continuity Plan (BCP) and Disaster Recovery (DR) testing and all vendor management records.


Essential Functions of the Role:

Enterprise Risk Management (ERM) - 20%

  • Overall responsibility for keeping up ERM with annual risk assessments, updated findings for all audits (external and internal), this position sits on the Risk Committee of the board along with CFO and CEO

Audit and Internal Controls - 20%

  • Responsible for the developing the annual audit plan; performs audit procedures and recommends enhancements to the Credit Union's operating systems; reports findings and recommendations; coordinates external audits and is lead for BSA/OFAC reporting, auditing, compliance

Business Continuity Plan and Disaster Recovery - 20%

  • Periodically reviews and updates the BCP/DR plan and coordinates testing of the plan as the chair of the Emergency Response Team

Vendor Management - 15%

  • Oversight of all the third-party vendor (TPV) relationships with rating of all vendors and collection, review and management of all appropriate records for the TPV relationships

Management Responsibilities - 10%

  • Oversee and serves as backup to the fraud compliance specialist; development and annual reviews

Compliance and Policy Management - 10%

  • Coordinates periodic reviews and updates of all policies and procedures to ensure compliance with the applicable Federal and State laws and regulations; responsible for compliance related policies and procedures and notifying all affected parties of changes and the new procedures adopted; partners with departments for compliance and training needs

Product Development Compliance - 5%

  • Provides comments on new product development, changes in products, services and advertising; serves on any product development committees

Performance Measurements:

  • Develop, maintain, and demonstrate current knowledge of applicable State and Federal laws and industry regulations to ensure Credit Union's policies and procedures remain compliant and are adhered to in all areas
  • Prepare and deliver assigned reports in a timely, accurate manner
  • Provide informed, professional, accurate service and support to all members and associates
  • Provides comments on new product development, changes in products and advertising in a timely manner
  • Keeps senior management and board Risk Committee informed regarding key operating issues affecting the credit union - as necessary
  • Maintain and recommend improvements to the business continuity plan and perform tests on a timely basis; coordinating the Emergency Response Team
  • Implement, maintain and recommend improvements in fraud detection program needed to achieve an effective and compliant financial institution operation, investigate allegations of fraud, and review fraud prevention controls and detection processes on an ongoing basis; also working closely with training on any opportunities for education of internal staff
  • Maintain accurate files and support documentation for all audits and other assignments
  • Provide informed, professional, accurate service and support to all members and associates
  • Perform audits and prepare reports which identify areas of concern, make recommendations, and help facilitate resolutions

Skills and Experience

  • Three to five years of similar or related experience including people leadership
  • Bachelor's degree preferred or achievement of formal certifications recognized in the industry as equivalent to a bachelor's degree
  • Strong verbal and written communication skills
  • Work involves much personal contact with others inside and/or outside the organization for the purpose of first-level conflict resolution, building relationships, and soliciting cooperation.
  • Team player able to maintain positive relationships both internally and externally
  • Discussions involve a higher degree of confidentiality and discretion, requiring diplomacy and tact in communication
