Performs assignments which include standard and non-standard analysis and support to project management, and construction inspection and administration-related activities or tasks. Selects or adapts standard procedures using fully applicable precedents. Uses engineering methodology for project scope, review and construction practices. Receives initial instructions, requirements and advice as needed; performs recurring work independently.
Responsibilities and duties:
- Consistently maintain high levels of customer service
Project Management -
Provides support for initial, interim and closeout tasks of project management functions.
Organizes, manages, and maintains project records.
Prepares and maintains budgets for larger, more complex project scopes, schedules, and budgets (e.g., rural and/or urban highway projects and/or bridge projects).
Tracks financial obligations and expenditures.
Selects and adapts standard procedures to apply to project review of scope of project, design plans, and specifications.
Prepares draft contract documentation and correspondence when needed. Provides recommendations and guidance when needed.
Engineering Discipline Function -
Provides support for initial, interim and closeout tasks including design, schedule and budget.
Selects and adapts engineering methodology to project review of scope of
project, design plans, and specifications.
Provides recommendations and guidance
Construction Inspection and Administration -
Understands regulations and has the ability to interpret plans and specifications, and performs inspection and analyses of civil engineering construction contract documentation and records for larger complex size projects.
Independently inspects project documentation, construction records, and materials submittals.
Provides recommendations and guidance on a regular basis.
Organizes, prepares and maintains project records, documentation, databases, and correspondence.
Data Compilation and Analysis -
Able to analyze, process, organize, extract, compile, interpret, compute and maintain project data, notes, contract documentation and records, budgeting records, and database records.
Able to analyze, process, organize, extract, compile, and interpret engineering manuals and standard engineering practices.
Able to communicate effectively.
Provides support for planning, organizing and managing training on project management, technical engineering design and inspection, and construction inspection and administration.
Critical Thinking, Initiative and Problem Solving -
Initiative to address problems and proactively plan based on historical work flow.
Must perform independently and in a group setting.
Must be able to use critical thinking skills to provide solutions.
Takes directions and is able to self-perform.
The operations technician may travel infrequently offsite to meeting facilities or project sites (typically within the local commuting area with no overnight travel expected). Travel in, or operation of, a government vehicle may be required.
Required education, knowledge and skills:
Minimum Associate’s Degree in Civil Engineering Technology, or related degree, or equivalent course credits towards a related degree.
Minimum three years' progressive experience working in construction project administration for a general contractor or for a Civil Engineering, Architectural, or Construction Project Management agency/firm.
Minimum one year of experience supporting Local, State or Federal construction projects.
Knowledge of civil engineering and project management concepts, business practices, industry terminology, design and construction project scheduling.
Experience with database application and data records management, document controls, complex spreadsheets, databases, and financial management.
Demonstrable skill analyzing, planning, and coordinating business activities.
- Experience with utilizing, inputting data and extracting reports from industry scheduling and project management information system software.
- Experience monitoring project budgets, running reports, and working with managers
to reconcile costs and expenses.
- The ability to compute and analyze data and prepare recommendations or conclusions.
- Experience preparing and reviewing architect/engineering or similar invoicing and
- Average agility and dexterity. Duties will include moderate walking over rough, uneven or slippery surfaces, recurring bending, crouching, stooping, stretching, climbing ladders or similar activities, recurring lifting of moderately heavy objects less than 50 lbs. and regular visits to construction sites.

Ability to acquire a security clearance.
