The Civil Engineers will help to increase the capacity and capability of the Civil Engineering Squadron at Offutt AFB with Engineering Subject Matter experts to assist in rebuilding the base after a flood in the spring of 2019.
Responsibilities and duties:
Prepare reports, presentations, and other correspondence
Schedule, organize and conduct meetings including coordination meetings, staff meetings, progress meetings, design review meetings, construction review meetings
Contractor shall provide technical expertise in meetings with subject matter-expert knowledge
Support Contract Officer Representative (COR) at conferences and meetings including coordination and deliverables
Develop and recommend reconstruction requirements
Develop Rough Order of Magnitude (ROM) costs
Develop design and work statement cost estimates, develop construction cost estimates
Develop project schedules and bid schedules
Review and make recommendations on contractor schedule and cost proposals
Develop Requests for Quotation (RFQs) supporting documents.
Prepare responses to Requests for Information (RFIs) from design and construction contractors.
Review and make recommendations on change requests and Requests of Equitable Adjustments (REAs).
Review and comment on site investigations.
Review and make recommendations on geotechnical, and topographical surveys
Review and make recommendations on design submittals for compliance with all applicable codes and regulations.
Make recommendations on the identification and reflection of project development strategy execution and/or constructability risks.
Produce Computer Aided Design and Drafting (CADD) drawings, as required.
Provide real time updates and/or weekly review of project milestones and provide monthly status reports on all assignments
Review and make recommendations on submittals, test results and reports, performance/status reports, requests for progress payments, and recovery plans.
Required education, knowledge and skills:
Certification - Professional Engineer Registration (PE)
Bachelors Degree in Civil Engineering from an a university accredited by the Accreditation Board fro Engineering and Technology (US)
Five (5) or more years of experience developing plans, solutions, and designs in managing, coordinating oversight of facility and infrastructure projects involving construction or maintenance of facilities and systems, and roadways.
Knowledge of the fundamental mechanical engineering principles, concepts and practices.
Comprehensive knowledge of site planning, building design and construction means, methods and codes, scheduling, material and labor cost estimating sufficient to evaluate general compliance environmental health, safety and protection requirements.
- Average agility and dexterity. Duties will include moderate walking over rough, uneven or slippery surfaces, recurring bending, crouching, stooping, stretching, climbing ladders or similar activities, recurring lifting of moderately heavy objects less than 50 lbs. and regular visits to construction sites.
- Must pass a pre-employment background check
Ability to acquire a security clearance.
- Valid driver’s license
- Travel outside of Offutt Base Property will be infrequent (less than once per month) and within 50 miles of Offut AFB (company paid).
