Job Description

PCG is hiring a Systems Analyst to ensure the company is getting the best deals and the departments are compliant with local, state and federal laws.

Our ideal candidate:

  • Good analytical and communication skills, sound judgment, and the ability to work effectively with others
  • Experience in purchasing to provide a complete business analysis of current purchasing processes, procedures and systems used to manage the complete procurement life cycle
  • Public Sector experience

Primary Responsibilities:  

  • Identify gaps within existing processes and accept a recommendation to move forward.
  • Leverage technology for enterprise use, implement efficient and compliant purchasing strategies, ensure secure data transfer, and improve strategic vendor sourcing, management, and performance standardization of procurement processes enterprise-wide.
  • Ensure easy reporting for data requests, compliance audits, visibility of spend, ability to capitalize on economies of scale, and tracking contract compliance and vendor  
  • Develop and issue an RFP for a future purchase
  • Analyze transitioning from multiple homegrown systems and manual processes to a centralized enterprise procurement solution. 
  • Help develop a gap analysis and procurement life cycle solutions.
  • Lead detailed overview of the current purchasing processes and systems.
  • Document the current state for the procurement life cycle, including, but not limited to, all details as it relates to the processing of paper, system process, connections to other applications/systems, manual/electronic exchanges, and the variation of business procedures.
  • Evaluate the current systems used by purchasing and other departments and analyze which programs could be replaced by new processes and/or combined into a central procurement system.
  • Provide a documented current state summary to Project Manager.
  • Document in detail all potential future state process/system, needs and gaps. Prioritize a list of the business and functional requirements to close the identified gaps.
  • Provide and discuss Gap Analysis with the Project Manager.
  • Create Final Report that should include the current state summary, findings of the gap analysis, and recommendations for future state to include both process improvement and systemization. 

Required Experience:

  • Bachelor’s degree in related field 
  • Experience running process improvement or audits in a purchasing department
  • System evaluation and RFP experience
  • Knowledge of various Microsoft products such as Word, Outlook, Excel and a homegrown Access Database, Adobe Acrobat, ERP System (OneSolution) and OnBase.
  • Experience with the procurement life cycle  
  • Trained in process improvement methodologies and highly versed in disciplined, data driven approaches and methodology for process and systems  
  • Knowledge of existing purchasing software in the market, functionality, and its limitations
  • Lean, Six Sigma or Business Analyst Certification

  • This is a 40+ an hour week role that includes benefits. Candidates must be eligible to work as an employee of PCG.
