Overview ProSphere is seeking an IT Project Manager Senior Program Analyst as an integral member of the project team responsible for planning, analyzing, and evaluating the effectiveness of programs of varying size and complexity. The Senior Program Analyst will be responsible for supporting the Program Management Office (PMO) by in the following capacities Managingleading internal strategic projects of varying sizes and complexity. Supporting the development of project artifacts such as project scoperequirements, deliverables, resource planning, project plan, budget, and timelines. Leading process improvement efforts and ensure disciplined, data-driven approaches to improving end-to-end operational performance. Training team members in process improvement techniques, complete process analysis and re-engineering to improve efficiency, lower costs, and improve processproduct quality Creating communication plans to convey accurate information about the project to leadership and other stakeholders. Identifying project resource, budget, and critical path issues to project team members and stakeholders. Developing content for executive level presentations and reports to communicate updates on project execution Analyzing, evaluating, and mitigating project risks and promote a risk-aware culture ensure efficient and effective risk management practices by adhering to required standards and processes Facilitating change management processes. Adapting approach, goals, and methods to meet specific needs of each project and help stakeholders work through the change process Leading project teams though use of best practices, processes, and tools as needed, including (but not limited to) Root Cause Analysis, Gap Analysis, Cost Benefit Analysis, Process Mapping, Workflow Analysis, or Data Analysis Exercising independent discretion and judgment to solve complex problems regarding projects and lead creative and solution-oriented discussions with stakeholders on resolution of challenges in resourcing, scheduling, and plans Collaborating and communicating with business stakeholders to verify expectations are being met and developing close working relationships with counterparts. Using interpersonal skills to leverage and drive implementation activities. This is a full-time position. Veterans are encouraged to apply. Responsibilities Conduct independent research on the features, functions, and components of commercial and open source software products to draft empirical, technical assessments on their suitability for use Consult technical documentation, vendor website information and organization policy and practices Analyze actual and predictable interacting operational activities of business to obtain a quantitative, rational basis for decision making Ensure clientsrsquo needs are met in a timely and cost effective manner Communicate ideas for improving company processes with a positive and constructive attitude, and for developing this attitude in others Keep the Program Manager (PM) and others informed about project status and issues that may impact client relations Assists with the development, maintenance, and implementation of standard operating procedures in PMO, and seek methods to continuously improve organizational processes Support the project intake process and the start-up of projects in the PMO project management tool. Provide education on and support of the PMO Toolkit and processes. Performs project reviews for compliance to project methodology and governance framework established by the PMO Utilizes project management knowledge to aid in the education and implementation of PMO best practices to support continuous improvement initiatives Collaborate with partner agencyrsquos to identify and resolve roadblocks, as well as to disseminate best practices Maintain tracking of key performance indicators (KPIs) and create monthly impact report for program leadership. Uses a variety of software programs including word processing, database, graphics, spreadsheet, and project management applications, as well as other custom applications to perform agency specific administrative tasks Manage logistics around onboarding of new hires, including working with internal teams to ensure a smooth transition. Needs to forecast the numbers of deliverables possible in an iteration, which is based on evidence and reliable source. Needs to be an expert in estimation and planning. Knows how to create useful, reliable and practical plans for software development projects. Should be a good coach in Agile practices. Can coach individuals and interactions over processes and tools. Ability to ensure the correct use of scrum process. Ability to track and remove impediments to keep tasks moving forward. Assist with the development of virtual training material for new software and products Develop storyboards and content for virtual traning videos and on-line training sessions Understand and assist in training of ServiceNow and Teams Qualifications Bachelor's degree in a business discipline 7 years of relevant experience Scrum Master Knowledge of technical and policy analysis, online research, SharePoint customization, document writing, metrics development and reporting, and business process modeling notation Ability to provide administrative, research, process facilitation, and management assistance support and governance processes Experience with the Federal Government strongly preferred Expertise in and knowledge of VA-specific processes and tools strongly preferred Ability to create executive presentations, perform technical assessments of tools and products, create or reengineer business processes, business rules, and workflows, and develop training for the authoring research roles Ability to draft policy response memos and reports, provide analysis, and develop reports for ad hoc requests Ability to obtain a public trust clearance Effective communication skills including verbal, written and presentation skills Proven ability to work effectively both independently and in a team based environment Demonstrated willingness to be flexible and adaptable to changing priorities Strong multi-tasking and organizational skills Ability to work overtime required on occasion Ability to sit in an office environment for long periods of time
