The Health Department is seeking qualified applicants to fill a Counselor III position, grade A-24, for the Fee for Service Program within its Behavioral Health Services Division.
 
This is a professional lead/supervisory position, whereby the incumbent provides guidance and assistance to targeted populations seeking substance abuse, emotional, behavioral counseling, or related treatment services. The incumbent is supervised and evaluated by a Program Chief in accordance with departmental rules, policies, and procedures. 

 
  • Conducts individual, group, and family counseling for clients seeking treatment services;
  • Develops, revises, and implements clients' treatment plans;
  • Maintains counseling and case management clinical documentation according to state and agency regulations;
  • Maintains case files, evaluations, status reports, and clients' progress records;
  • Consults with the clinic's physician and nursing staff to address clients' medical assistance/reviews;
  • Provides clinical expertise/leads lower level counselors;
  • Evaluates clients' cases for referrals to aftercare services;
  • Provides clinical oversight and monitors the quality of services/deliveries;
  • Consults with service providers and medical providers;
  • Ensures clients participate in assigned treatment plans; and,
  • Performs other tasks and duties assigned, which may not be specifically listed in the position description; however, are within the general occupational category and responsibility level typically associated with the employee's class of work.
Master's degree from an accredited college or university in Psychology, Social Work, Counseling, or a closely related field; plus two (2) years of substance abuse, behavioral, or emotional disorder counseling experience. An equivalent combination of education and experience will be considered. EACH CANDIDATE MUST INCLUDE INFORMATION THAT CLEARLY DEMONSTRATES THE ABOVE QUALIFICATIONS FOR THIS POSITION.

 PREFERRED QUALIFICATIONS
Three (3) years of demonstrated professional experience, which involves counseling and assisting client populations with substance abuse, emotional, behavioral, or related disorders.

CONDITIONS OF EMPLOYMENT:  Upon selection, the candidate must possess one of the following licenses/certifications:
  1. LCPC: Licensed Clinical Professional Counselor
  2. LCADC: Licensed Clinical Alcohol and Drug Counselor
  3. LCSW-C: Licensed Certified Social Worker-Clinical
  4. LCSW: Licensed Certified Social Worker
  5. LCP: Licensed Clinical Psychologist
CONDITIONS OF EMPLOYMENT:  Upon selection, the candidate must:
  1. Pass a thorough background investigation
  2. Pass a drug screen and submit to subsequent random drug screens.
  3. Possess and maintain a valid driver's license.
DURATION OF ELIGIBILITY:
Candidates will be selected from a temporary register of eligibles, which will become effective approximately four (4) weeks after the closing date.  Once a selection has been made, the register will expire.
