HR Generalist - Recruiter

Position Overview

The Human Resources Generalist is primarily responsible for implementing full-cycle recruiting that meets the staffing needs of the organization and provides a high-touch candidate experience. This will include sourcing, screening, interviewing, reviewing histories as well as coordinating and conducting the onboarding and off boarding processes. The Human Resources Generalist will also provide on-going support in all areas of the day-to-day operations of the Department.

Primary Duties and Responsibilities

Recruitment

  • Develop and maintain job descriptions
  • Analyze track record of success for job ads and sources
  • Identify talent pipelines to ensure staffing needs are met and time-to-fill cycles are shortened
  • Pre-screen candidates to assess qualifications, recommend candidates to hiring managers and coordinate interviews
  • Provide current and prospective employees with information about policies, job duties, working conditions, wages, and opportunities for promotion and employee benefits
  • Partnering with hiring managers to determine staffing needs
  • Screening resumes
  • Performing in-person and phone interviews with candidates
  • Performing background checks
  • Making recommendations to company hiring managers
  • Coordinating interviews with the hiring managers
  • Following up on the interview process status
  • Staying current on the company’s organization structure, personnel policy, and federal and state laws regarding employment practices
  • Serving as a liaison with area employment agencies, colleges, and industry associations
  • Completing timely reports on employment activity

Onboarding

  • Prepare offer letters and new hire materials
  • Ensure all pre-employment requirements are met (including background and references checks and health screenings)
  • Coordinate and partial facilitation of the new employee orientation to foster positive attitude toward organizational objectives
  • Solicit feedback from candidates and new hires to inform attraction and retention strategies

Off boarding

· Prepare termination checklist

· Coordination of final check and paperwork

· Collaborate with HR Benefits Generalist

· Other duties as assigned

Other HR Generalist Duties

  • Support retention efforts by promoting employee engagement
  • Provide back-up support to HR Department functions as necessary in the areas of Employee Relations, Compliance, Benefit Administration, Leaves and Safety
  • Provide guidance to management and staff on organizational policies, collective bargaining agreement and local, state and federal regulations
  • Provide administrative support as necessary
  • Other duties as assigned

Minimum Qualifications

  • 5 years full cycle recruiting experience
  • 3 years of experience working with an Applicant Tracking System
  • 3 years of experience drafting job descriptions
  • 3 years of experience with HRIS (ADP preferred), including reporting and analyzing data
  • Knowledge of federal, state and local labor laws/ordinances
  • Experience working in a Union environment preferred
  • Model appropriate confidentiality and personal boundaries in all dealings
  • Excellent interpersonal communication skills
  • Strong written communication skills
  • Must be detail oriented
  • Word, Excel and PowerPoint
