The Government Affairs Manager performs strategic outreach and advocacy to further advance the mission and goals of the Port. Under general supervision, this position is responsible for:


· Guide the development of the Port’s state and federal legislative agenda, communicating and advocating for the District’s interests before Congress and the state legislature.

· Coordinate with the Port/WPPA's contract lobbyists and Port staff as appropriate.

· Represent the Port at hearings, briefings, and other local, state or federal legislative or organizational meetings.

· Maintain positive relationships with local, state and federal government officials, agencies and staff, and relevant industry and community groups.

· Serve as liaison to elected officials, their staffs, and key community stakeholders and groups to keep them well-informed of the Port’s activities and priorities and advocate in support of Port priorities with these stakeholders, and partners.

· Direct strategic consultant support needed by various capital projects to develop the elected leadership and project stakeholder groups as critical elements of the Port’s external engagement efforts.

· Represent the Port’s transportation interests among various groups.

· Represent and maintain a relationship with the usual and accustom tribes of Port Gardner Bay.\


· Recommend strategies for responding to or influencing legislation and proposed regulatory changes.

· Partner with community leaders and businesses on areas of common interest, and coordinate efforts to achieve alignment.

· Provide content and assist with preparing speeches, legislative testimony, and correspondence on legislative issues and events.

· As appropriate, represent the Executive Director on committees and at other meetings.

· Attend area business, jurisdictional and community meetings as appropriate, representing the Port’s interests.


· Develop and maintain a thorough understanding of the Port’s policies and issues, and combine this knowledge with expertise in government affairs to inform and advise Port management as well as Federal government officials about preferred courses of legislative and regulatory advocacy and action.

· Monitor local, state and national political developments, trends, initiatives, ballot measures, and elections.

· Keep abreast of, and analyze, local, regional, state and federal legislative and regulatory action and current political climate to identify key areas of opportunity and concern and provide recommendations.

· Research and analyze current or pending federal and state legislation and legislative trends, and advises on impacts to the Port.

· Compile data, prepare analytical reports and provide policy briefings to enable the Executive Director, staff, Commission and lobbyist to support the Port’s interests at the local, state and federal levels.


· Identify grant opportunities that align with the Port’s capital improvement budget.

· Compile data, prepare analytical reports and provide content for the grant application, in coordination with the Port’s grant administrator.

Preferred Work Experience:

· Five years’ experience working in a political or legislative environment that includes responsibility for public policy, communications, or serving as a policy advisor.

· Five years' experience in coordination and interaction with Boards, Commissions and elected officials.

· Experience in public speaking and/or experience as a staff member for a member of Congress or State legislator.

Preferred Knowledge, Skills and Abilities:

· Bachelor's degree in government, public affairs/administration, political science, or related field.

· Knowledge of the following: local, state and federal legislative processes; local, state and federal political issues; local, state and federal public officials; Public Disclosure Commission law, rules and regulations.

· Understanding of local codes, motions and ordinances, taxes and taxing authorities and jurisdictions, and financial analysis.

· Multi-media techniques and processes.

· Principles and practices of negotiations and advocating.

· Clear, concise and persuasive oral and written communications, including speechwriting, correspondence and active listening.

· Have the ability to obtain a Transportation Worker Identification Credential (TWIC).

· Willingness and ability to travel to Washington D.C., Olympia and other locations; as well as maintain a flexible work schedule.

This position will remain open until filled. This is an exempt position with a hiring salary range from $100K-$110K, DOE. Benefits include medical, dental, group term life insurance, long-term disability coverage, WA State PERS retirement and generous paid leave polices.
