Job Description

Senior Retirement Specialist needed for a contract to hire position with our client in Pomona, CA.

 

JOB DESCRIPTION

Under the direction of the Vice President of Human Resources, this position is primarily responsible for 403(b) Plan administration, compliance, reporting, and customer service.

  • Manage the day-to-day administration activities of the 403(b) Plan. Maintain a thorough understanding of the Plan Document provisions and regulations that govern compliance.
  • Review and maintain the Plan Document, Summary Plan Description, Investment and Loan Policies and desktop procedures.
  • Prepare and participate in the annual activities of Plan administration.
  • Manage administrative error resolution, quality control and coordination of Participant communications.
  • Maintain knowledge with regulations and updates governing retirement administration.
  • Organize and attend the Retirement Plan Committee meetings on a quarterly basis as a non-voting member.
  • Maintain regular and consistent work site attendance, including but not limited to working evenings, weekends and /or holidays, as needed.
  • Managing configuration and data set-up in Banner Operating System (HR/Payroll) to maintain accurate and timely information.
  • Preparing non-discrimination census for testing by third party administrator.
  • Participating in the External Audit process, Form 5500, Financial Statements and associated governmental filings; preparing all required documentation for auditors.
  • Preparing Participant communications such as Summary Annual Report, Fee Disclosure, Salary Reduction Agreement and other required communications and forms.
  • Developing internal audit protocols for Plan compliance; establishing regular audit schedules; maintaining audit findings and corrections; Participant communications (SMM); recommending changes to established procedures as required by audit findings.
  • Reviewing and preparing Plan documentation as needed, including notices and amendments; including administration procedures and guidelines.
  • Identifying continuous improvements and streamlining administrative processes.
  • Developing review processes to identify required policy and procedures required by the Plan Document and/or Summary Plan Description; Creating and maintaining desktop procedures, checklists and logs including internal controls; coordinating with relevant internal departments.
  • Tracking and monitoring administrative deadlines to meet compliance requirements.
  • Determining eligibility and enrollment for all employees, including presentation of Plan benefits during New Hire Orientation.
  • Managing eligibility hours tracking reports/spreadsheets to maintain compliance with Plan eligibility and Plan entry rules.
  • Processing contribution deductions in Banner Operating System and maintaining IRS maximum limits.
  • Processing withdrawals, distributions, hardships and loan requests according to Plan Documents and maintaining appropriate recordkeeping.
  • Reviewing QDRO’s, Rollovers and related transactions for processing.
  • Managing earn codes with Payroll to ensure compliance with Plan Compensation definition.
  • Preparing retirement education, training and individual meetings with custodians.
  • Processing and reconciling bi-weekly contribution files; preparing payment requisitions; monitoring forfeiture account and the appropriate application of employer credits.
  • Managing all Participant communications.
  • Providing support to internal and external customers, by serving as an authoritative source to University employees and outside inquiries relative to the Plan.
  • Determining appropriate course of action to resolve escalated customer service issues.

 

QUALIFICATIONS

  • Bachelor’s Degree or a combination of education and work experience.
  • Ten years of experience with Retirement Plan administration.
  • Ability to interpret Plan Document provisions.
  • Strong auditing skills with ability to analyze spreadsheets and manipulate data.
  • Working knowledge of Employee Retirement Income and Security Act, Department of Labor and Internal Revenue Service regulatory requirements.
  • Expert knowledge of Excel and proficiency in HRIS systems.
  • Credentials: Accredited Pension Administrator (APA) or Accredited Pension Representative (APR).
  • Advanced knowledge of Employee Retirement Income and Security Act, Department of Labor and Internal Revenue Service regulatory requirements.
  • Working knowledge of Banner Operating System – Benefits Module.
  • Experience with EPCRS.
  • Supervisory experience.
  • Demonstrated expertise with complex concepts, practices and procedures related to defined contribution Plan administration, management and governance.
  • Strong financial acumen with an aptitude for data and numbers with attention to detail.
  • Excellent written and verbal skills, strong analytical and interpretive skills; excellent interpersonal skills with an ability to work within a team environment; ability to work with changing priorities and difficult people.
  • Able to maintain confidentiality and exercise extreme discretion.
  • Ability to organize, prioritize, manage and carry out duties efficiently and within established timeframes.
  • Ability to work independently with minimal supervision.
