Job Description: Data Center Hardware Manager (ITD - Technical Infrastructure Center Manager - Unclassified) This position, with on-call shifts, is in the Information Technology Department. Salary Grade: U3The Pima County Information Technology Department is seeking an experienced data center engineer, formal title "ITD Technical Infrastructure Manager", working title "Data Center Hardware Manager ". The working environment is team-oriented, technical, self-motivated and meticulous. Communication skills are critical. The technical environment is a cutting edge private cloud, eventually to be extended into hosted clouds. The work involves everything needed to manage a virtualized data center, including servers, storage, backup & recovery, and networking. This position oversees and is an escalation point for the on-call rotation and off-hours maintenance, typically monthly. A successful candidate must be able to lift server and storage equipment up to 60lbs. A physical is required prior to the official job offer. This position must successfully test and maintain certification for Arizona Criminal Justice Information System (ACJIS). This must be in place prior to completion of the training period. This is a supervisory position. Duties/Responsibilities (Work assignments may vary depending upon the department's need and will be communicated to the applicant or incumbent by the supervisor.) Directs tactical and operational provisioning of IT infrastructure to support the enterprise's business goals;Aligns and calibrates technology deployment strategies with the associated business/IT strategy;Oversees technology purchases and services provided to multiple internal/external customers;Provides and attains service levels committed to for all applications and critical infrastructure components;Enables proper resource planning and project prioritization to ensure successful project implementations;Develops and manages center relationships with outside hardware/software/consulting vendors and determines when to use or not to use vendors' advice and capabilities;Negotiates software licenses, hardware purchases/agreements and consulting engagement agreements;Ensures communication and change management occurs between all business organizations affected by center operations, maintenance and project initiatives;Oversees the execution of projects, project structure, team environment, and associated business cases to successfully deliver automation initiatives;Leads or monitors the software/hardware selection teams and processes;Coordinates and monitors the assessment of technical architecture to insure project goals are achieved at optimal cost;Coordinates or directly manages task completions for projects;Coordinates or directly manages issues and associated resolution process;Manages the development and deployment of automation solutions per center strategies and plans that allow attainment of annual business goals and meets compliance requirements;Manages center assets to lower the total cost of ownership (TCO) over time. Business PlanningDevelops and provides expertise on emerging technologies and practices to be leveraged within the center;Oversees the organization to provide timely and integrated support to applications and business clients serviced by the center and assists in delivery of plans and objectives;Provides timely and achievable center strategies, plans and objectives integrated into departmental plans;Applies a service and cost focus within computing center approach for identifying the TCO, while continuously maintaining or improving service levels;Assists in the development and implementation of IT standards and technical architectures, technology evaluation/transfer, and management measurement systems. Organization and CultureBuilds an efficient computing center organization to meet current and future needs;Integrates center organization into the overall operational support structure, ensuring role clarity and accountability;Establishes and communicates clear roles for assigned staff relating to center responsibilities and associated project priorities;Appraises, mentors and manages employee professional development;Implements and maintains a continuous improvement culture within the center and delivers ongoing improvements through use of defined service levels and metrics;Maintains ongoing awareness and cultural focus on the department's vision, mission and values, in addition to standard industry practices. Operating and Financial PerformanceDevelops and manages center's annual operational and capital budget;Manages the development of and associated approval process for capital projects and performance against capital budgets;Delivers short and medium term operating expense and capital expense performance targets;Provides access to the center environment on a 24/7 basis per application criticality agreements and ensures that a proper training environment and program is in effect for personnel. KNOWLEDGE & SKILLS: Knowledge of:desktop or other operating systems and affiliated software components, services, protocols and technologies, to include office automation applications (e.g., Excel, Visio, Word, PowerPoint) and other vendor commercial applications interfaced into client computing and communications environment;wireless communications equipment such as fixed, portable and mobile radio devices, dispatch console equipment, as well as related radio system and remote site control equipment with working knowledge of FCC rules, regulations and technical standards;security standards and procedures within Pima County;desktop computing, printer and other peripheral device driver, connectivity configurations and administration utilities (e.g., Microsoft SMS etc);computing and communications hardware and software infrastructurerelated security technologies and alternative marketplace solutions utilized for departmental and enterprise solutions to include some of the following:exchange/Citrix/IIS, Windows Server and Active Directory, Enterprise backup and redundancy;multi-layer switch network and MPLS network design, traffic engineering and management, to include VOIP;digital microwave equipment, antenna combining equipment, bi-directional amplifiers, tower top amplifiers;enterprise relational databases (e.g., SQL Server);current industry security center practices and associated technologies;IT Infrastructure Library for the Incident, Problem and Configuration Management environment;hand held communication devices (e.g., Blackberries), other affiliated devices and email messaging/data synchronization applications and procedures;voice and data services devices;Intel or Cisco architectures and affiliated hardware components and technologies;principles and practices of public-sector budgeting. Skill in:organizing workload, being proactive and managing a wide variety of customer requests simultaneously;written, verbal and interpersonal communications;writing procedures and work instructions;operating as a member of a team;managing and leading individual employees and work teams;employing quality skill sets and diagnostic tools;being resourceful, self-managed, customer focused and demonstratedability to maintain a solid understanding of client computing and communications deployment, configuration, upgrade and integration concepts;effectively coordinating and communicating with internal and external customers/vendors;employing diagnostic, analytical and conceptual skills with detailed orientation;Project Management expertise in managing technical infrastructure projects. Minimum Qualifications DESIRED QUALIFICATIONS: A Bachelor's degree from an accredited college, university or technical trade school with a major in computer science, computer engineering, management information systems (MIS), or a closely related field and five years of experience in the maintenance & administration of a client computing and/or communications hardware and software infrastructure environment, which includes two years of experience in a supervisory role.(Additional relevant work experience and/or education from an accredited college, university or technical trade school may be substituted.)
