Human Resources Specialist  - California Department of Corrections andRehabilitation (CDCR)

(Full-Time)Reporting to the Talent Acquisition Manager, the Human Resources Specialist isresponsible for performing a wide variety of skilled duties relating to humanresources functions, including onboarding, human resources information systems,employee audits, and credential management.

SPECIAL NOTE:

This positionis contingent on contract award. The position is regional office based butwill include minimal travel, up to 25% to the California Department of Correctionsand Rehabilitation facilities throughout California. This position will requirea high level of prison gate clearance.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Contactsselected applicants and interns to schedule pre-employment appointments; ensurecomplete hiring documents for all new staff.
  • Processesin e3 and secures all education, credentials (licensure), andemployment/professional verifications for candidates, new hires, and currentemployees transferring to new a new position.
  • Responsiblefor initial, monthly submission of employees and independent contractors toensure their eligibility against Federal and State sanction lists and willmaintain records of such activity; check Megan's Law website yearly.
  • Securesdrivers' driving and other records; notifies hiring manager and recruiter regardingfinal status for new hires; ensures licenses remain current.
  • Securesdrivers' driving and other records; notifies hiring manager and TalentAcquisition Manager regarding final status for new hires; ensures licensesremain current.
  • Coordinatesmonthly New Employee Orientation (NEO) and CPR/First Aid training.
  • Createsnew employee files.  Follows-up onmissing or incomplete items, as needed, and maintains files in accordance withlicensing/agency standards and protocols.
  • Assistswith audits of employee's files, including I-9s.
  • Ensuresemployees stay current on required credentials, including TB tests, drivers'licenses, certifications, CPR training, etc.
  • Respondsto telephone calls and emails from staff, prospective candidates, outsidecontacts in a timely, friendly manner and assists callers as able.
  • Assistwith preparing responses to subpoena for records.
  • Ensuresnew hire reporting to state in compliance with state guidelines
  • Responsiblefor monthly invoice reconciliation, reviews, rectifies (with a vendor or A/P),and processes in a timely manner-within due date.
  • Copies,sorts, faxes, upload relevant employment documents, prepares a wide variety ofroutine and complex correspondence, forms, reports, and similar items usingword processing, spreadsheet, or desktop publishing software applications.
  • Respondsto telephone calls and emails from staff, prospective candidates, outsidecontacts in a timely, friendly manner and assists callers as able.
  • Assistsin the continued development and implementation of agency initiatives as wellas active committee participation as required.
  • Createsmaintains and updates department files as required by applicable state andfederal laws and Agency policies and procedures.
  • Exercisesgood business judgment and discretion to maintain absolute confidentialityregarding employee, client, and agency records.
  • Maintainsprofessional and technical knowledge by attending educational workshops;reviewing professional publications; establishing personal networks;benchmarking state-of-the-art practices; participating in professionalsocieties.
  • Developsand maintains a productive and effective team relationship within the Agency.
  • Respondand resolve help desk inquiries. Track and report on overall quantity and typeof help desk requests and resolutions identify and report findings of end-userneeds/issues. Initiate efforts and procedures to maintain data integrity,troubleshoot, and recommend solutions. Ensures HR service standards for talent acquisition are met.
  • Attendsall required staff training sessions in accordance with Phoenix House and statelicensing requirements, completes all training on time
  • Attendsand participates in program and all staff meetings
  • Adheresto and promotes the Phoenix House Mission, Vision, and Values while acting as arole model for others

EDUCATION/EXPERIENCE/CREDENTIALS

  • HighSchool Diploma or equivalent required
  • Bachelor'sdegree preferred
  • aPHRpreferred
  • One(1) to three (3) years administrative experience required
  • PriorHR experience highly preferred
  • Mustmaintain a valid California Drivers' License, have proof of automobileinsurance and maintain a safe driving record based on Phoenix House policy

  • Knowledgeof administrative and clerical procedures and systems such as word processing,managing files and records, stenography and transcription, designing forms, andother office procedures and terminology
  • Abilityto work effectively in a fast-paced changing environment
  • Abilityto model positive behavior and demeanor
  • Excellenttime management and organizational skills
  • Abilityto be flexible; problem solver, self-directed; customer service-oriented, andcollaborative
  • Bilingualin Spanish preferred
