Payroll Operations Manager / Tax Manager

Pharmaron is looking for a Payroll Operations Manager / Tax Manager that ensures timely, accurate, and compliant execution of payrolls, filings, reports, and audits. This cross-functional role will require close collaboration among Human Resources & Finance Departments. The Payroll Manager will oversee and supervise the organization's payroll functions, ensuring pay is processed on time, accurately, and in compliance with government regulations.
Duties and Responsibilities:
- Develops and contributes to the achievement of established department goals and objectives and adheres to the department policies, procedures, and quality standards. Ensures compliance with company's policies and procedures and governmental regulations.
- Identifies, tracks, monitors, and communicates project-related issues and scope changes that arise during planning and implementation.
- This position will manage two specialists and will ensure company goals of automation and quality are met.
- This position will assist in all merger and acquisition activities.
- Implements, maintains, and audits payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions.
- Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practices.
- Lead efforts for the registration of new State/SUI/Local payroll tax as needed.
- Stays up to date with labor legislation and interpret new legislation impacting payroll.
- Maintain payroll system by managing and auditing data from various sources (including, but not limited to: internal portal, tax authorities, ancillary benefits, retirement portals, etc.).
- Collaboratively works with cross-functional leadership teams to represent the payroll function across Human Resources, Benefits, and Finance Department.
- Implements and maintains controls and deadlines to ensure proper and timely payment for all federal, state and local tax payments. Assist with review in collaboration with Finance for tax payments, returns, reconciliations, and reporting, etc., to ensure they are accurate and timely.
- Coordinates in preparing and filing all federal, state and local withholding tax returns, forms 941, 940, W2, unemployment, W3 and other state and local returns for all entities, assisting in remitting deposits for tax liabilities of the companies to federal, state and local agencies in a timely and accurate manner; reconciling taxable wages on biweekly basis and making adjustments as needed.
- Establishes and maintains effective communication and working relationships with colleagues, officials, and outside agencies.
- Audits payroll transactions to ensure all amounts and payment dates are accurate.
- Identifies areas of process improvement to ensure payroll meets its performance requirements and implements changes leading to best-practice operations.
- Participates in the dynamic process of implementation of changes to policies, procedures, and systems to facilitates growth, compliance and scaling of business.
- Trains employees who are involved in payroll processing on tax regulations and best practices.
- Supports and/or coordinates all internal and external audits related to payroll.
- Maintains accurate records and prepares reports for quarterly, weekly, or annual (earnings, taxes, deductions, leave, disability, and nontaxable wages).
- Audits W-4s, W-2s, and YTD earnings
- Build out payroll processes, systems, and staff to scale as we grow.
Minimum Requirements:
- Bachelor's degree or higher in technical field
- Minimum of 5-8 years of Payroll Management experience.
- At least two years of experience managing California payroll.
- At lease two - five years of experience managing Tax registration issues.
