JOB DESCRIPTION

Clearance Level: Top Secret/SCI with Full Scope Polygraph
Skill Level(s):Subject Matter Expert

  • perform technical risk assessments and provide technical risk mitigation guidance on the use of various enabling technologies supporting the broader organization’s enterprise and operational activities.
  • gather Body of Evidence (BOE) and assess artifacts, such as CONOPS, use case, detailed network diagrams, procurement methods, technical design details, or System Security Plan (SSP) to get a holistic view of the complex ecosystem of interworking parts of a given technology implementation being evaluated, from which real insights can be derived from, to inform a risk assessor’s judgement.
  • engage and collaborate with the Organization’s offices early and often in working groups, technical exchange meetings, and in written communications throughout the project life cycle.
  • ensure appropriate risk mitigation considerations are integrated early in the development cycle, and risks and vulnerabilities are well understood and appropriately mitigated.
  • provide guidance of potential cyber threats, attacks, and exploitations and advise decision-makers of the inherent risks and mitigation to the Organization equities.
  • analyze system and network environments for security concerns, including cloud environments.
  • be familiar with Satellite, Wifi, and mobile communications architectures and general equipment designed from fundamental components, subsystem interfaces, and system layouts.
  • develop concise and well-structured written technical assessment reports based on findings and observations.
  • remain current with existing and future technologies to assist the Organization with identifying associated risks of implementing proposed technologies.
  • identify possible technical or security problems with technology products and services and provide documented guidance.
  • communicate verbal and written complex technical concepts, project information, and technical analysis results clearly and concisely to technical and non-technical audiences.
  • work as part of a collegial team while working independently with little supervision.
  • review and assess technical impacts of proposed scope changes to future architectures.

The Candidate shall possess and provide the following required skills and demonstrated experience:

  • transitioning cross-domain services.
  • technical exchange meetings with stakeholders.
  • briefing and writing for technical and non-technical individuals.
  • computer and network security, authentication, and cryptography.
  • identifying possible technical or security problems with technology products and services and providing documented guidance.
  • performing complex problem management, research and issue resolution.
  • analyzing network architectures, network topologies, endpoint devices, software applications, cloud-based platforms, and services for technical issues.
  • communications protocols, such as IP, TCP, UDP, MPLS, OSPF, IGRP, BGP, SIP, and H.232.
  • evaluating hardware and software products against customer requirements for technical evaluation and potential procurement.
  • data extraction from various sources including files, directories, unallocated space, raw images, customer databases.
  • Network Monitoring Appliances.
  • Bachelor’s Degree (or higher) in Electrical Engineering.
  • Certifications:
    • Project Manager Certification
    • Certified Cryptographic Custodian
    • IEEE Risk Management for Engineers Certification

  • conducting digital forensic examination of computers, mobile devices, storage, and memory using specialized forensic software.
  • the Organization’s cross-organizational missions, technical needs, security architect and information assurance.

  • Organization’s network, technical, and acquisition review processes.
  • the Organization’s security policies and IT systems.
  • Shell-Scripting.
  • SQL Server or MySQL.
  • Oracle 10g or 11g.
  • Microsoft Windows 7, 8, 10, 2008R, 2012, 2012R2, or 2016.
  • storage systems including NetApp and HP.
  • VMWare ESX.
  • visualization software and visualized environments such as VMWare, Virtual Box, Microsoft Hyper-V, and Quick EMUlator.
  • planning, configuring, securing, administering, and maintaining, cloud based technologies, products, and services, such as Amazon Web Services (AWS), Microsoft Azure, Google Cloud, Oracle Cloud, and IBM Cloud.
  • one or more of the following Radio Frequency (RF) technologies;  terrestrial and space based RF communication, government and commercial satellite systems, commercial cellular and wireless, 5G technologies, and embedded software and firmware development.
  • computer operating systems such as Linux, Mac OSX, Android, or iOS.
  • mobile operating systems such as Windows, Linux, Mac OSX, Android, and iOS.
  • performing digital forensic examination of computers, mobile devices, storage, and memory using commercial or specialty forensic tools such as EnCase, Autopsy, and Volatility.
  • open-source and commercial tools Nmap, Wireshark, Nexpose, Nessus, Nipper Studio, or Snort.
  • various types of forensic software used by the Organization.
  • providing recommendations to architecture and design reviews.
  • Organization’s information cyber security policies and regulations.
  • one or more of the following; Intelligence Community Directive (503), Committee on National Security Systems Publications (CNSSP) 1253, Federal Information Processing Standards (FIPS) 140-2, 199, 200, National Institute of Standards and Technology (NIST) Special Publication (SP) 800-37, 800-39, and 800-53.
  • interfacing with vendors and third party to ensure appropriate risk mitigations are integrated throughout the project or program lifecycle.
