Job Description

Position Summary:

Responsible for overseeing one or more programs within the organization.  Primarily dealing with Federal programs (specific DoD).  Creates and revises programs, develops policies and guidelines, hires and trains staff, raises funds, and ensures compliance with government relations.  

 

Essential Functions:

  • Plan the program
  • Plan the delivery of the overall program and its activities in accordance with the mission and the goals of the organization
  • Develop new initiatives to support the strategic direction of the organization
  • Develop opportunities related to government contracting
  • Develop and implement long-term goals and objectives to achieve the successful outcome of the program
  • Develop an annual budget and operating plan to support the program 
  • Develop a program evaluation framework to assess the strengths of the program and to identify areas for improvement
  • Develop funding proposals for the program to ensure the continuous delivery of services
  • Lead the program
  • Ensure all staff members receive appropriate training in accordance with organizational standards
  • Supervise program staff by providing direction, input and feedback
  • Communicate with clients and other stakeholders to gain community support for the program and to solicit input to improve the program
  • Control the program
  • Write reports on the program/ensure Contractor 
  • Ensure that the program operates within the approved budget
  • Monitor and approve all budgeted program expenditures
  • Manage all project funds according to established accounting policies and procedures
  • Provide required information to have invoices generated and submitted according to the established timelines
  • Identify and evaluate the risks associated with program activities and take appropriate action to control the risks
  • Monitor the program activities on a regular basis and conduct evaluations according to the program evaluation framework
  • Ensure that the program operates within the approved budget
  • Monitor and approve all budgeted program expenditures
  • Create and supervise programs
  • Devise budgets and ensure the budget is adhered to throughout fiscal year
  • Coordinate all activities of program
  • Supervise, hire, and train staff
  • Monitor the effectiveness and results of the program and plan adjustments
  • Ensure compliance with all government relations
  • Staff the program
  • In consultation with HR, recruit, interview and select well-qualified program staff 
  • Implement the human resources policies, procedures and practices of the organization
  • Ensure that personnel files for the program are properly maintained and kept confidential
  • Establish and implement a performance management process for all program staff
  • Engage volunteers for appropriate program activities using established volunteer management practices
  • Ensure that all program staff receive an appropriate orientation to the organization and the programs

  • Participate in Capture process and Business Development
  • Other duties assigned by supervisor/manager.

As assigned by supervisor/manager.

Equipment as needed to support program efforts.

Able to perform all tasks as required by contractor or supervisor. Able to multi-task.

Communication Demands:

Able to communicate (i.e., verbal and written) with all levels of personnel both internally and externally.

 

Minimum Qualification Requirements (In Addition to Physical, Mental, and Communication Demands Listed Above):

Education:

Bachelor’s Degree in Management or related field. 

PMP Preferred

Experience:

  • Minimum 5 years of project management, business analysis, presentation and business systems related experience preferred
  • Knowledge of program management and issues related to the program area
  • Strong knowledge of and experience with government contracting
  • Strong analytical, problem solving, quality management, interpersonal and organizational skills
  • Ability to define problems, collect data, establish facts and draw valid conclusions
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables
  • Performed business analysis, manage projects and effectively presented information to management, vendors and business partners
  • Proven capability to meet project milestones and lead project team
  • Expertise in ISO 9001 processes and requirements

Skills/Knowledge:

  • Proficient with Microsoft Office Applications (Excel, Word, Project, Visio and Outlook).
  • Possess good written and verbal communication skills, and the ability to handle confidential information in a professional manner
  • Ability to work well with people, make decisions/ judgment calls, counsel, organize and delegate schedules, duties and responsibilities
  • Must be detail oriented and organized

 

  • Must be able to obtain a security clearance
