Job Description

Panum is expanding our proposal development team and we are looking to add a Proposal Development Solutions Architect Director. This position is located at our Bethesda corporate office - just one block from the Red Line metro station. We are looking for someone with a proven track record of proposal development within the federal consulting space and a strong understanding of IT, Cyber Security, Change Management, PMO, and Financial Management.

Roles and Responsibilities

  • Support our fast-paced growing environment through proposal development by creating and proposing innovative solutions to customer business needs
  • Responsible for defining and driving the technical direction of prospective business opportunity proposals, developing solutions architectures, and providing technical leadership for proposals and strategic pursuits as well as creating content and contributing to the writing and assessments of proposals
  • Assess market level technology trends as well as capabilities of complementary solutions enabling larger scale solution offerings
  • Support Marketing materials development such as whitepapers, slicks, trifolds, etc.
  • Review RFP documents to understand scope of work and customer needs to develop an overarching solution to be proposed as part of the solicitation response
  • Propose new and innovative solutions to the most complex challenges
  • Assist with determining level of effort estimates for various efforts, using information provided as part of the solicitation documentation, to determine most cost efficient and effective staffing approaches
  • Develop IT-based solutions consisting of contextual, conceptual, and logical architectures using standards-based, rigorous methodologies and practices
  • Communicate solutions with, management, and teaming partners, including presentations and white papers
  • Develop technical approach and proposal plans, including scheduling of tasks, processes, and identifying critical resources, to turn the solution into a successful proposal
  • Develop and write technical responses for winning proposals (and possibly RFI) responses
  • Review customer provided information and outside sources to understand potential issues/ problems currently faced and develop approach to solving these problems
  • Stay current on latest technologies and solutions in the industry
  • Serve as technical architect across the pursuit lifecycle and within an integrated growth team, including proposal, capture and business development activities
  • Provide end-to-end thought leadership across proposal responses that include elements such as technical solution, staffing, implementation schedule
  • Support development of notional, logical, and physical solutions diagram and integration of solution into customer’s environment in a manner that fully meets all technical and management requirements
  • Support development of federal technical delivery methodology based on industry standard methodologies and frameworks
  • Support the adoption of best practices in the areas of technology integration, cloud computing, managed services, process improvement, technology innovation and implementation

Minimum Qualifications

  • A Bachelor’s Degree in computer science or related engineering discipline, Master’s degree desired
  • At least 15 years’ experience supporting proposal efforts, comprising a diverse matrixed team of technical specialists, and involving the development of novel or innovative new solutions
  • Knowledge and understanding of mission challenges and issues confronting customers
  • Understanding of Federal contracting and procurement
  • Familiarity with Federal Civilian, DHS and DoD agencies
  • Knowledge of requirements analysis and development to include requirements allocation to systems functionality
  • Proficient in implementing Agile, Dev Ops and other PMO and development methodologies such as SAFe, for Government, Scrum, PMI
  • Understand current production/technology strategy and environments in the industry and Federal Government using industry knowledge or customer supplied information
  • IT specific domain knowledge, including ITIL; PMO, Financial Management, Enterprise Architecture, Capital Planning Investment Control, QA, Change Management, Change Management, Cyber Security, etc.
  • Exceptional leadership skills including the ability to make strategic as well as tactical decisions
  • Excellent verbal and written communications skills; works with others to coordinate efforts, resolve cross-team issues and effectively communicate changes
  • Demonstrated interface skills and strong interpersonal skills including extensive experience working closely with teammates to identify and develop solutions
  • Proficiency with a combination of software products and expert proficiency with multiple operating systems and coding languages
  • Extensive technical breadth, through experience in the IT industry. This breadth should be in areas of application development, and IT Infrastructure/services

Preferred Qualifications

  • ITIL certification
  • Agile certification from Scaled Agile, Scrum Alliance
  • Other IT related certifications
