Job Description

Panum is seeking an experienced Facility Security Assessment Specialist, Space/Facilities Management Specialist to support a proposed contract with our DHS FPS client. The Ideal candidate will a minimum of six years of experience in related work conducting analytical and support activities.

This position will be remote and require an Active Public Trust or ability to obtain. 

Roles and Responsibilities :

  • Maintain confidentiality of information
  • Development of policy documents
  • Prepare, edit, and assemble reports required for meetings and presentations
  • Work effectively with other branches and divisions within the organization to accomplish tasks
  • Provide assistance, as needed, with special projects
  • Oversee the development and editing of regularly scheduled status reports, as requested by the Government Task Manager
  • Complete other ad hoc assignments, as determined

Additional Duties include:

  • Analyze properties, assisting the development of standardized Program Of Requirements for area, field & regional commands to consolidate & reduce footprint.
  • Communicate across a diverse audience regarding oversight of utilization for gun ranges, parking allocations, antenna sites, and office and warehouse space for the entire FPS real property program.
  • Provide authoritative advice to senior leadership regarding facilities, space management, and O&M.
  • Provide leadership and guidance to the facilities team regarding customer service and administrative activities to ensure compliance with DHS.
  • Developing lifetime replacement O&M costs for FPS inventory, using HQ as the baseline to develop cost estimates and operating budget for continuing maintenance as opposed to finding the money as events occur; prior-proper-planning.
  • Research, develop and analyze facility and space problems through an evaluation of facts to provide recommendations to leadership for planning, organizing, and meeting critical deadlines.
  • Attend meetings, conferences, seminars, and training as required for continued learning of agency pertinent information regarding facilities, operations, training, and or compliance.
  • Develops initial cost estimates for space requests generated by the regions for compliance with the newly established real property manual, DHS guidelines, and risk management assessment before recommending approval or denial to the ASD director.
  • Perform comprehensive review of expiring leases (government-owned and privately leased property) and OAs for accuracy, completion & timely processing by GSA.
  • Experienced with IPACS, G514s, RWA & PCTWs for a project, facilities, & O&M tracking; spot-checking GSA billings through Rent on the web against OAs for accuracy (Cannot assume that GSA billing is correct, obligations need to be monitored for double billing, accurate square footage, and other technical aspects.
  • Develop and prepare briefings for space utilization and consolidation efforts to executive leadership team, providing key metrics and recommendations for action.
  • Review, process, and recommend action regarding OA’s, MOA’s, MOU’s, and IAA’s for all real property across 300+ federally owned, leased, and commercial properties.

Minimum Qualifications:

  • A minimum of six years of experience in related work conducting analytical and support activities related to task area.
  • A minimum education requirement of a bachelor’s degree.
  • Department of Homeland Security (DHS) experience
  • Ability to communicate effectively, both orally and in writing
  • Ability to conduct detailed research and analysis of technical data
  • Ability to read and interpret management policy, regulations, and directives Proficiency in Microsoft Office 2010 or higher to include Word, Access, Excel, PowerPoint
  • Ability to work effectively with a group or independently
  • Ability to effectively manage several tasks simultaneously
