Pacific Gas & Electric's Corporate Safety & Health Organization is a comprehensive Safety and Health team composed of diverse, dedicated and skilled professionals. We work with all lines of business within PG&E (Electric, Gas, Customer Care, IT, Power Generation and Support Organizations) to proactively identify barriers to safe performance, reinforce safe behaviors, act as the single point of contact for safety regulations and standards, and assure a consistent and thorough approach related to incident prevention, management and investigation.
Establishes and maintains relationships with PG&E utility departments to provide technical safety expertise and knowledge by consulting with supported lines of business and performing observations and assessments. The Safety Specialist role also makes recommendations and provides guidance on safe work practices and behaviors to influence and continually improve safety culture and performance and documents adherence to safe work practices and behaviors in the office and field. Frequently leads causal analysis to effectively identify safety-related causal factors and corrective actions.
- Establish LOB (Line of business) relationships required to become a trusted advisor as the Enterprise Safety primary point of contact. Identify complex gaps, design solutions and influence the LOB's adoption and sustainability of high-risk safe work practices and behaviors fostering the continuous improvement of PG&E's safety culture and performance.
- Provide consistent, technical and practical interpretation on regulations, procedures and standards.
- Provide Safety Program knowledge to inform LOB Safety Program tactics and strategy (ergonomics, life safety, Industrial Health (IH, "Keys to Life"))
- Consult to LOB Life Safety Directors and Emergency Coordinators on required life safety plans
- Partner with Safety Analytics to understand the implications of the data and reach conclusions to jointly develop and deliver compelling recommendations
- Assist LOB Partners in understanding the implications of safety data and safety results on the line of business though asking questions, identifying possible consequences and impacts to safety exposure
- Relationship Management - Build productive relationships with field employees, supervisors and managers, directors, senior leaders and safety leadership coaches to jointly identify, plan and prioritize the requirements to produce stronger safety leadership and management skills as well as safe practices.
- Consult with targeted coaches of Grass Root Safety Teams (GRST) to enable them to build more effective grassroots safety teams and maintain momentum and time-critical impact. Periodically support these GRST coaches to reinforce and support, but not command, their team coaching and development plans.
- Coach and mentor to identified LOB employees, following collaboration and prioritization with the LOB leadership. Active coaching and mentoring will be based on:
- Key individuals identified by LOB management
- Recommendations made following field observations and assessment reviews
- Inputs from the Safety Standards and Programs and Safety Culture organization that may influence the above focus areas and recommendations
- Provide success and guidance feedback in a way that promotes behavioral reliability and at the same time builds on and preserves the relationship.
- Conduct and document assessments, targeted reviews and observations to identify adherence to safe work practices and behaviors in the field. Conduct data analysis and present findings to the LOB including implications and recommendations. Activities may include:
- "Keys to Life" and related exposures
- Office assessment and industrial ergonomic task analysis
- Basic Industrial Hygiene conditions which may include monitoring equipment for asbestos (field), noise levels and indoor air quality
- Engage with employees and leaders to increase safe behaviors, rule/procedure adherence, hazards and exposures and proactively uncover barriers to safe work. Raise information to the appropriate source. Partner with other Safety Specialists when the escalation process is required and lead the briefing with the senior leaders (Field Safety Operations or LOB)
- Use compelling information (adverse trends, assurance of standards, and observed risks) to identify and analyze causal factors and facilitate and help drive/influence towards corrective actions
- Intervene when there is the potential of a serious injury or fatality and communicate this situation to appropriate LOB partners in a way that keeps the focus on improvement and treats the situation as systemic versus as local or individual.
- Identify and act to effect physical and organizational barriers that negatively impact managing exposure.
- Document compliance and gap analysis, including input into Safety reporting and tracking systems
- Develop and report, in writing and presentations, the findings and implications of targeted reviews and communicate the information in a manner that is easy for the leaders to understand and grasp the implications to safety and the business. Draw from past experience when discussing possible consequences and potential solutions.
- Partner with Compliance and Auditing on targeted reviews as needed.
- Lead discussion with LOB leaders around implications to the business and potential exposure.
- Assist in the crafting a strategy that supports the execution of work and controls.
- Demonstrate mastery of causal analysis, analytical practices and corrective action plan development.
- Communicate for effectiveness when consulting on key LOB Safety initiatives and LOB safety practices.
- Identifies themes and trends that inform lessons to-be-learned with focus on how to improve safety practices and culture
- Perform quality control on incident processes (motor vehicle incidents, OSHA Recordable injuries, serious incidents analyses) to ensure compliance and data quality
- Serve as team member of the Serious Incident Analysis Team
- Lead causal analysis on serious incidents to effectively identify safety-related and organizational causal factors
- Collaborate with LOB Lead to manage the incident analysis process through the following activities:
- Compile and manage information for causal analysis and corrective action development
- Develop and review communications and reports
- Ensure attorney client privilege
- Lead causal analysis
- Notify and manage Cal OSHA agencies
- Serve as the On-Call specialist for the Option 1 line and respond to calls
- Emphasize compliance requirements, gap analysis, hazardous conditions and risks to creating and sustaining safe work practices and behaviors
- Identify and propose corrective action plans to eliminate identified safety risks and exposures and create sustainable safety culture, conditions and practices. When needed, partner with other safety specialists to provide insight and coaching in the developments of correction plans.
