International Health and Business Development Officer

The Sr. New Business Development Officer would be responsible for coordination and lead proposal efforts across the organization country programs and the global level and support selected strategic and long-term initiatives across the New Business Development Team. The role of the Sr. New Business Development Officer at the organization is instrumental to maintaining and growing the organization programs. S/he will play a key role in proposal design and management and will directly support growth of the organizational proposals for US Government (USAID and CDC), non-Government, bilateral, multilateral, and private funding opportunities. As a member of the New Business Development Team, the Sr. Officer will be assigned specific proposal opportunities for pursuit, and will contribute to the following:

Duties and Responsibilities:

· Lead efforts to gather and analyze intelligence regarding upcoming new business opportunities and prepare the Foundation successfully respond to solicitations

· Analyze and lead the “go”/”no go” process for new funding opportunities across multiple funding sources

· Lead the proposal development process, from capture planning to proposal development and submission

· Coordinate large cross-departmental proposal teams throughout the proposal planning and development process

· Contribute to and lead all aspects of proposal development including; opportunity analysis, partner negotiations, recruitment, preparing supporting documents, writing sections of technical narrative and budget development

· Support Foundation country officers to track trends in donor funding and shifts in donor priorities

· Travel to Foundation country offices as needed to support proposal development and other resource mobilization initiatives

· Provide support for New Business Development and long-term initiatives including:

o Tracking and analyzing current donor funding and trends

o Tracking donor technical priorities and impact on proposal content in coordination with the organization technical teams

o Support New Business Development capacity building and training efforts for proposal development

Required Qualifications:

· Minimum of 5-6 years of relevant experience with demonstrated success managing proposals from USG, USAID, CDC, PEP and other donors

· Experience in international health and development programs preferred

· Strong proposal development skills and writing ability required, evidenced by successfully awarded grants and/or contracts of awards from other public and private sources

· Experience in the HIV/AIDS international public health arena preferred

· Master’s Degree in a related field; MPH preferred

· Experience working in Africa preferred

Knowledge, Skills and Abilities:

· Proven ability to work efficiently and multi-task as a member of a dynamic inter-departmental team in a fast-paced environment

· Demonstrated experience working with US Government funding sources required; specific experience with resource mobilization from multilateral donors and private foundations preferred

· Excellent communication and writing skills, with experience in drafting complex concept papers and proposals for international health programs

· Excellent organizational skills, detail-and-goal oriented; creative problem-solving skills, and ability to work towards specific targets and goals

· French and Portuguese language skills preferred

· Ability to travel to support country program teams, up to 30% travel required
