Minimum Qualifications:

· Minimum 5 to 10 years of progressive experience with:

o Community Workforce Agreement (CWA) or Project Labor Agreements (PLA) enforcements and support services

o Labor Compliance Program (LCP) enforcements and support services

Duties and Responsibilities:

The Department of Public Works, Business Relations and Contracts Division is seeking an experienced consultant at the Project Manager I or II level to provide consultant services for the County’s Community Workforce Agreement (CWA), more commonly known as Project Labor Agreement (PLA), and Labor Compliance Program (LCP) enforcements and support services.

The consultant will work closely with the County’s representative to implement, administer, and manage the CWA and LCP. The scope of services of the consultant includes, but is not limited to the following:

· Assist in the implementation, administration, and management of the CWA and LCP, including the CWA provision interpretations and notices

· Assist in establishing policies and practices related to LCP

· Evaluate and review areas of concern regarding LCP, work with the County representative to discuss, develop solutions, and resolve issues of concern

· Monitor and ensure compliance by the Contractor with provisions of the CWA, State Labor Codes, and Federal Regulations

· Investigate and audit all LCP related requirements and potential violations

· Make recommendations to the County’s representative regarding enforcement measures to ensure the Contractor’s compliance with the general conditions of the construction contract and CWA, including all LCP related requirements

· Educate contractors, unions, and owner representatives about how to work successfully and comply with the CWA. This includes training classes, presentations, pre-job conferences, and daily support to project staff, contractors, and union representatives

· Monitor compliance with labor policies and procedures established in the CWA

· Provide labor relations support and implement any community workforce development programs and community business enterprise outreach programs established as part of the CWA

· Assist in the implementation and administration of policies and procedures for the Countywide Local Targeted Worker Hiring Policy (LTWHP), adopted by the County of Los Angeles. The LTWHP Policy shall extend the mandate of local and targeted worker hiring

· Provide monthly and quarterly CWA status reports, including ad hoc reports

· Visit construction sites to monitor compliance of CWA and LCP requirements, and maintain files and electronic databases accordingly

· Facilitate community outreach efforts as directed to assist contractors in meeting local residency and disadvantaged goals, as well as the hiring core to union employee ratios of the CWA and LTWHP

· Schedule, facilitate, and conduct educational meetings with stakeholders on the CWA and PLA as directed, such as County Departments, Unions, and Contractors

· Production of materials and presentations for use at stakeholders educational seminars

· Provide CWA and LCP compliance education at pre-bid and pre-construction meetings

· Coordinate with certified Local Small Business Enterprises (LSBEs), Disabled Veteran Business Enterprises (DVBEs), and Social Enterprises to promote involvement by Contractors and Subcontractors

· Prepare periodic status updates on the CWA and LTWHP with regard to the various Projects, including a description of any obstacles or barriers faced and lessons learned throughout the process
