Title: Project Manager
Location: DC Metro area
Key Responsibilities:
- Oversight, Responsibility and Accountability for all project activities to achieve exceptional employee and client satisfaction.
- Support and manage all risks management and mitigation activities, milestone completions, contractor performance evaluation budgetary spending, and acquisition expertise to include acquisition process, policy, and compliance.
- Be heavily relied upon to support any contracting modifications, proposal technical analysis, tracking contracting requirements, and cost analysis and negotiations.
- Accountable for all work performed in accordance with contractual and performance requirements.
- Personnel Management and leadership.
- Manage and support development of accurate and compliant acquisition products that fully satisfy programmatic documentation requirements (i.e. Acquisition Strategies, Plans, IGCEs, RFPs, SOW/SOO, POM, etc.)
- Hire and onboard long-term and short-term personnel with abilities to provide technical, contractual, management, and financial expertise.
- On-Board / Off-Board employees to the company and to the client, including communicating status and needs.
- Proactively identify, assess, monitor, and mitigate risk throughout the program life cycle.
- Take initiative in identifying and recommending new approaches to improve quality, cost, and process efficiencies.
- Lead all meetings, including the integrated team meetings and program reviews.
- Report program status to senior management and/or Government leads.
- Develop and implement corrective action plans when deviations from budgets and/or schedules are evident. Seek senior management assistance in resolving schedule and budget problems as they arise.
- Assure that conduct of contract requirements is executed in accordance with appropriate regulations and Company policies and procedures (i.e., federal acquisition regulations).
- Mentoring, coaching, and development of project staff.
- Ensure compliance with PBG policies and procedures.
- Develop and maintain tools to monitor and report work assignments, tasks and deliverables.
- Plan and coordinate future contract changes with program and other procurement officials.
- Monitor and track Contractor employee use of Government Furnished Equipment (GFE), where applicable.
- Attend meetings with Government leadership to discuss the project and provide updates.
- Coordinate with company management on the project, providing updates, and discussing project needs.
Required skills & experience:
- At least five years of experience of providing management, technical supervision, and training on projects $10 million or greater.
- Demonstrated experience managing projects in federal acquisition and contracting with demonstrative working experience in the federal acquisition lifecycle.
- Experience supporting federal customers in a capacity that demonstrates a strong working knowledge of the customer's budget and procurement process to include Federal appropriations law and the Federal Acquisition Regulation (FAR).
- Experience supporting acquisition and / or financial management activities of a single award task order utilized by multiple government agencies with multiple, simultaneously running projects (not inclusive of base contract vehicles, such as, Blanket Purchase Agreements, Broad Agency Announcement (BAAs), Identify Delivery Indefinite Quantity (IDIQs), or Government Wide Acquisition Contracts (GWACs)).
- Current Project Management Institute (PMI) Project Management Professional (PMP) and / or Program Management Professional (PgMP) certification.
- Demonstrated managerial experience in providing training, technical advice, organizing, planning, directing, and managing contractor staff to ensure that goals and objectives of the project, as well as, problem resolution and customer satisfaction, is accomplished within prescribed timeframes and funding parameters.
- Sound business ethics, including the protection of proprietary and confidential information.
- Ability to work with all levels of internal staff, as well as outside clients and vendors.
- Strong stakeholder management, including advising and influencing clients regarding process improvement initiatives, and working positively.
- Skilled communicator with clients and employees.
- Excellent verbal, interpersonal and written communication skills.
- Strong analytical, problem-solving, and decision-making capabilities.
- Team player with the ability to work in a fast-paced environment.
- Demonstrated outstanding level of professionalism in providing client support, including ability to exercise good judgment, discretion, tact, and diplomacy.
