Job Description
PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX, and is a part of the PEMEX group which is a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics and marketing. PEMEX Deer Park provides a diverse and inclusive work environment that employs approximately 1000 employees with another 1200 contractors on site. The refinery’s rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. The PEMEX Deer Park site is co-located with other 3rd party chemical facilities allowing for further integration and optimization of the refinery and its products. The IT Network Engineer will support the IT Infrastructure Manager to drive the overall Network agenda in Pemex Deer Park. Our Network is the backbone and key driver of a modern Refinery and the IT Network Engineer will play a key role in this transformation.

The scope of the role includes creating a reliable and secure environment for end users and all HW & SW components. A resource must have strong written, verbal, and interpersonal communication skills. Ideally bilingual (English/Spanish) but not required. Detailed planning, organizing and time management skills are essential. Must have the ability to work in a team and meet performance deadlines in a dynamic environment. Must be able to demonstrate the ability to work appropriately with confidential information. Well-disciplined with a proven ability to manage multiple assignments efficiently under extreme pressure while meeting tight deadlines. This person will be the link between other IT sub-departments, working on maintaining a secure environment and enhancing our network footprint.

The successful candidate must seek to understand the Refinery business, its products & services, so as to design further an environment capable of supporting our growth. This role will work on defining and implementing IT network policies and procedures with regard to safe computing. Must be able to work and interact with third-party vendors and establish professional business relationships. The IT Network Engineer will also be accountable for developing key performance indicators (KPIs), establishing and supervising service level agreements, and communicating planned and unplanned system outages.

Stakeholder Management
  • Able to communicate complex technical concepts in simple business language verbally and in writing.
  • Actively participates in business and IT team discussions, bringing in best practices to and from the site.
  • Makes network recommendations to SLT.

  • Be a key member of the IT Infrastructure team at the site.
  • Able to secure network operations for the site: ~1200 users

Skills & Experience Required:
  • Design and implement new network solutions and/or improve the efficiency of current networks LAN/WLAN/WAN infrastructure
  • Perform the installation, modification, testing and servicing of all internal and external-facing data communications and local/wide-area network (LAN/WAN) equipment including Firewall setup and configuration.
  • Understand and execute contracts for Site-to-Site VPNs, IPsec, and SSL VPN configuration. Systems management, project management and procurement.
  • Ensure and maintain tight security standards and practices in accordance with company and industry IT security policies and procedures, especially as they relate to network, data center, and overall IT infrastructure security.
  • Administer and maintain backup, disaster recovery and business continuity systems and protocols in accordance with company and industry-standard policies and procedures.
  • Sophos UTM / Sophos XG Firewalls
  • Fortinet switching and firewalls
  • Cisco routing and switching
  • Network management – advanced level experience in Cisco routing and switching CLI
  • Solid understanding of the OSI Model, DNS, DHCP, IPsec, VPN, VSS, IPSLA, SDN, and SD-WAN
  • Troubleshooting Layer 2 connectivity using VLANs and trunking
  • Implementation of redundant switched networks using Spanning Tree Protocol
  • Implementation and optimization of OSPF, BGP, EIGRP and static routing
  • Implement network redundancy using protocols including Hot Standby Routing Protocol (HSRP) and Virtual Router Redundancy Protocol (VRRP)
  • Implement internet connectivity within Enterprise using static and dynamic Network Address Translation (NAT)
  • Manage various wireless deployment models available, including autonomous Access Point (AP) deployments and cloud-based designs within the centralized Cisco Wireless LAN Controller (WLC) architecture and Cisco Meraki
  • Define how APs communicate with WLCs to obtain software, configurations, and centralized management
  • Troubleshoot wireless client connectivity issues using various available tools
  • Configure secure administrative access for Cisco IOS devices using the Command-Line Interface (CLI) access, Role-Based Access Control (RBAC), Access Control List (ACL), and Secure Shell (SSH), and explore device hardening concepts to secure devices from less secure applications, such as Telnet and HTTP
  • Describe the concepts and features of Quality of Service (QoS), and describe the need within the enterprise network
