Location: Hybrid, needs to live in DC area as there will be weekly meetings on site at 1919 North Lynn Street Arlington, VA 22209 and 1300 Pennsylvania Ave NW Washington, DC 20004 as needed.

Are you ready to spearhead critical communication efforts? Oxley Enterprises, Inc. is seeking a talented Communication and Organizational Change Management Analyst. You'll have the opportunity to explore various functional areas and tackle exciting challenges, all in the pursuit of enhancing communication and change management initiatives.

Position Description: The Communication and Organizational Change Management Analyst supports communication and change management activities and assists the team with internal and external communication planning and implementation utilizing communication channels and multi-media. This position is hybrid and supports the United States Agency for International Development (USAID).

Minimum/General Experience: 4 years of experience as a Communications and Organizational Change Management Analyst

Minimum Education: Bachelor's degree in communications or related field

Essential Skills/Qualifications:

  • Experience with organizational Change Management strategy and execution
  • Experience with strategic communications and stakeholder engagement experience
  • Experience communicating with cross-functional teams and business stakeholders
  • Experience with innovative adoption and engagement
  • Working knowledge of graphic design and visualization
  • Ability to assess change management data and bring solutions to address key trends
  • Strong verbal and written communication skills
  • Above average attention to detail
  • Above average organizational skills
  • Above average project planning ability

Security: Ability to obtain/maintain a Federal Civilian Public Trust

  • U.S. Citizenship or Permanent Resident that has lived in the United States for at least 3 years

  • Covers 5-10 year period and in some instances lifetime events
  • OPM Security Investigations Index (SII)

Tasks/activities include, but are not limited to:

  • Contributes to the development of communications and work products as outlined in the Release Experience Plans (e.g., change, adoption, communications plan)
  • Supports updates to change impact and stakeholder assessments
  • Creates clear, strategic, and focused messaging and talking points for engagements and communication work products (e.g., emails, infographics, trends reports, townhalls, executive talking points, host office hours)
  • Works with project teams to understand the technology they are deploying, and brings them in as Subject Matter Experts (SMEs) to translate it into simple terms for communication to users
  • Develops and distributes the process of communications, events, and other adoption and engagement initiatives within the Communications and Change Management (C&CM) Team, Human Resource and Delivery Transformation (HRDT) program, workstreams and leadership, and Human Capital Talent Management's (HCTM) clients
  • Works with HRDT teams and HCTM centers and offices to support and package information based on an understanding of information that customers need
  • Uses data trends to update release experiences and tweak adoption and engagement approaches
  • Ensures consistency of messaging in all communications products
  • Identifies and executes engagement opportunities with impacted customers for HRDT and HCTM
  • Manages, develops, and maintains communication tracking tools to implement, evaluate, and evolve communications and change management efforts
