Job Description
SUMMARY: Based in the Oxford Circle neighborhood of Philadelphia, PA, the Oxford Circle Christian Community Development Association (OCCCDA) is seeking an Adult Education & Workforce Development Manager. The mission of OCCCDA is “to extend healing and hope in the Oxford Circle community, believing that God’s purpose of reconciling all people to Jesus leads us to minister on spiritual, physical, social & economic levels.”
The Adult Education & Workforce Development Manager will serve the Toben Center and Oxford Circle Community Development Association (OCCCDA) by linking people to resources, employment prospects, educational, and training programs.

COMPENSATION & HOURS: The position is 25 hours per week and the salary will range from $18 to $20 per hour. Benefits include vacation and holiday pay. This is a grant funded position and subject to continued funding.

JOB QUALIFICATIONS:
  • An understanding of and a commitment to carry out the mission of Oxford Circle CCDA.
  • Excellent interpersonal and communication skills, along with the ability to interact and speak to a diverse population of staff, volunteers, and partner organizations.
  • Demonstrated management and organizational skills.
  • Bachelor’s degree business or related field, 3 years-experience is a plus. An equivalent combination of education and experience may be considered.
  • Demonstrated management and organizational skills.
  • Bi-lingual (English/Spanish) or (English/Mandarin) or (English/Haitian Creole) a plus.
  • Competency in Google Suite and familiarity with social media.
  • Experience in ESL/ELL and job development and placement is required.
DUTIES AND RESPONSIBILITIES:

Oversee and manage the OCCCDA Workforce Development program will include the following:

  • Providing job search support: Work one-on-one with those who require
  • assistance in resume writing and interviewing, applying for jobs, including partnering with Philly Works to host career fairs and onsite job interviews with prospective employers.
  • Job Placement: Work with local businesses including our street cleaning subcontractor and child care center partner to help fill jobs in the community. In addition, the position will provide referrals to skill-based educational training programs
  • Collaborate with programs at the Toben Center to gather labor market information, and talent demands and create needs-assessment to assist in the referral process.
  • Workshops and Training Efforts: Organize, advertise and run workshops and training efforts in our community.

Oversee and manage the Adult Education program, which will include the following:

  • Curriculum development: Manage Adult Education curriculum for the pre-beginners, beginners, intermediate, advanced, and GED programs at the Howell Street location (evening and morning classes).
  • Purchasing: Purchase supplies and update the OCCCDA purchase log with all receipts and required information by the 2nd of every month.
  • Program creation: Develop a successful citizenship program at the Toben Center location.
  • Secure funding: Work with the grant manager and executive director to secure funding for the adult education program.

Other responsibilities:

  • Food distribution: Coordinate monthly food distributions for the Toben Center location.
  • Community Resources: Collaborate with external partners within the northeast and those who service the northeast, more specifically the Oxford Circle community..
  • Staff Management: Manage volunteers and one staff person for adult education and one and a half staff for workforce development.
