Job Description: The Role

In this role you will support a broad range of front and back-office financial and accounting operations. This role supports Optimum’s growth with high quality, efficient and innovative service solutions through dedicated associates and team expertise.

The Expertise and Skills You Bring

• Performs a variety of complex accounting duties; functional areas of responsibility include general ledger, enterprise funds, grants, accounts payable, accounts receivable, payroll, and treasury.

• Prepares annual financial statements, including journal entries, reconciliations and financial notes for assigned funds.

• Prepares cash flow analyses; reports cash balances and major transactions between Accounting Department and Senior Leadership.

• Conducts specialized training on assigned program responsibilities such as grants and categorization of project expenditures, ensuring timely capitalization or assets and project closures.

• Works with Senior Leadership and staff to facilitate fiscal period closure processes; ensures entries are approved and posted; troubleshoots and corrects closure errors.

• Provides complex fiscal support by guiding management and staff in the proper usage and posting of general ledger account transactions and general accounting issues; ensures management have detailed financial budget information and reports; recommends policy changes to conform to mandated accounting principles.

• Reviews, analyzes and monitors budgets for business programs and projects; interprets financial data to ensure that proper resources are allocated for performance objectives; performs accounting functions within the program or budget including reconciliations, line-item transfers, journal entries and purchasing activities; identifies discrepancies and monitors financial activities.

• Reviews, analyses and monitors budgets for all county funds and projects; interprets financial data to ensure that proper resources are allocated for performance objectives; performs accounting functions within the program or budget including reconciliations, line-item transfers, journal entries and purchasing activities; identifies discrepancies and monitors financial activities.

• Monitors projects for financial position and budget performance; works with Senior Leadership to discuss availability of resources; conducts year end reviews to determine status of project and funding adequacy; creates Financial Resolutions and Administrative Financial Resolutions to request new, or changed, funding and to transfer said funding to appropriate cost center.

• Plans, prepares, reviews, analyzes and monitors grant applications; maintains project files; processes request for reimbursement and budget adjustments.

• Plans and coordinates reorganizations, programs and grant initiatives through meeting with Senior Leadership, and planning and implementing grant acquisition options.

• Reviews and analyzes a variety of accounting records and fiscal activities to ensure accuracy and compliance with accounting/program/legal requirements.

• Reviews financial transactions to ensure that (i) proper cost centers are charged, and (ii) expenditures and revenues are within approved budget.

• Reviews and approves journal entries in the general ledger; identifies, researches and resolves discrepancies.

• Prepares a variety of monthly and quarterly financial reports.

• Analyzes accounting or fiscal policies and procedures; develops recommendations for operational efficiencies and stronger controls.

• Prepare bi-weekly, monthly, quarterly, and yearly payroll processes.

• Maintains a variety of electronic and hard copy files and documents.

• Perform other job-related duties as required or assigned.

Minimum Qualifications

Bachelor's Degree in Accounting, Finance, or a related field, plus five (5) years of increasingly responsible professional accounting experience. Any equivalent combination of related education and/or experience may be considered for the above requirements.
