Proposal Manager/ Contract Administrator

Job Description

 The Proposal Manager oversees all phases of the proposal process resulting in the successful delivery of fully compliant, customer focused proposal responses. Working in a dynamic aerospace setting, the Proposal Manager will support the development of bid proposals that range from short-term efforts, to highly complex development efforts. The Proposal Manager will be adept at overall Request for Proposal (RFP) analysis, while establishing, maintaining, and enforcing proposal schedules that incorporate all required stakeholder reviews. In addition, the candidate will serve in a support role for contract administration functions. The candidate should strive in a fast-paced environment, possess the ability to manage more than one proposal at a time, and be a highly effective communicator and writer.  This position requires an active US Department of Defense (DoD) Security Clearance, for which the US Government requires US Citizenship.

Responsibilities

  • Manage and drive the proposal process from opportunity identification to response delivery by working with cross functional teams and performing tasks necessary to ensure customer focus, compliance and on-time delivery of proposals
  • Work with executive capture teams to understand the value proposition and proposal win strategies to ensure successful pursuit of strategic business opportunities
  • Participates in contract functions to include contract administration, customer communications, contract record review and upkeep, and supports the contract negotiation process
  • Partner with the Program Management Office to ensure they have adequate insight into proposal activities, schedule development buy-in and adequate use of planning tools to perform critical path analysis and risk assessment of proposal schedules
  • Maintain coordination and congruence with the financial aspects of proposal planning, ensuring that proposals are planned and coordinated with Finance and Operations
  • Conduct color team reviews (e.g. Pink, Red, Gold) with the appropriate stakeholders, ensuring adherence to proposal strategies, RFP requirements and internal procedures throughout the process
  • Identify the need for and completes the proposal process using a management approach and encompassing a quality plan and risk management plan
  • Coordinate and review Basis of Estimates (BOEs) for consistency, compliance, and quality, as well as authoring the general content of the proposal document
  • Ability to use standard English writing styles and structures to write proposal sections; including the ability to research and synthesize information from multiple sources (subject matter experts, previous proposals) into a cohesive, and persuasive final products
  • Ensure proposals are packaged professionally for hard and/or soft copy delivery
  • Develop and apply continuous proposal management process improvements
  • Experience in leading cross functional proposal team members in the consistent use of processes and procedures
  • Conduct lessons learned focused on proposal development process and areas for improvement
  • Coordinate quarterly proposal pipeline review meetings
  • Manage SharePoint Proposal Management database and filing system
  • Support International Traffic in Arms Regulations (ITAR) compliance activities

Qualifications

  • Bachelor’s degree from an accredited university in Business, English or relevant related field
  • 5+ years of proposal management experience in a DoD services/contracting organization
  • 2+ years of DoD Contracting experience
  • Knowledge and understanding of estimating practices and proposal analysis, including pricing and proposal adequacy as prescribed in the RFP and/or FAR/DFARS
  • Working knowledge of compliance requirements for the Federal Truth in Negotiations Act (TINA)
  • Ability to manage numerous and shifting priorities in a fast-paced environment while supporting essential business development activities under tight deadlines
  • Strong aptitude in developing content, grasping difficult concepts and interpreting technical writing
  • Experience in proofreading, editing and ensuring continuity, clarity and consistency of writing
  • Detail oriented with strong organizational skills
  • Ability to listen, synthesize and analyze technical solutions
  • Skilled in PC software; Microsoft Office suite, Microsoft Project and SharePoint
  • This position requires an active US DoD Security Clearance, for which the US Government requires US Citizenship
