Project Specific Tasks/Deliverables:

Description of Work:
The Public Health team has created a prototype of a new data warehouse using the Data Vault 2.0 methodology. An Information Architect with expert skills and extensive background in Data Vaulting is needed to review, validate, and provide information architecture guidance to the project. The Information Architect is expected to review and develop data models and standards in support of this large data integration and analytics project. They will review the identity
matching and reconciliation processes and make recommendations for synchronizing identities across operational and analytical systems. They will help classify data and recommend any necessary security and access control policies.

In addition, the Senior Information Architect is expected to help plan and conduct a Proof of Concept (POC) and Training project using the Snowflake Cloud Data Warehousing services. Ideally, the Senior Information Architect would have recent experience with Snowflake, but additional resources may be necessary. The client desires to provide certified Data Vault
2.0 training to approximately 6-10 people. Some or all of these resources will then form a POC team, and receive additional training in Snowflake, to reproduce the existing Public Health Data Vaults in the Snowflake cloud environment. The project involves making a copy of on-premise raw staging data and loading it into Data Vault structures in Snowflake. Existing SQL Server SSIS ETL processes will be recoded and implemented in Snowflake and performance and scalability
tests will be conducted comparing the existing on premise SQL Server environment to the cloud Snowflake environment. A “lessons learned” findings report and presentation will be delivered to several IT managers and executives. The report should highlight the benefits and potential pitfalls of using Snowflake.

General Experience:
Typical Tasks:
1. Confirms regulatory issues are considered surrounding information assets (such as
consumer privacy laws, data retention policies, outsourced data and specific industry
guidelines are adhered to;
2. Monitors data quality, and analytical systems usage, and takes corrective and
enhancement actions as necessary
3. Leads the IT enterprise-wide technical and business discussions relative to future
enterprise direction;
4. Develops IT strategy and aligns the strategy with organization goals;
5. Establishes the scope of information architecture activities, including external
(industry) collaboration areas;
6. Oversees the implementation of a discipline and approach for information assets;
7. Consults on the identification of information that the organization produces and
consumes;
8. Consolidates a business view of data across the education, research and
administrative functions;
9. Reviews and approves data model designs with a focus on those areas influencing
interoperability, analytics including compliance with the portfolio information model;
10. Reviews and/or analyzes and develops architectural requirements for the IT
enterprise-wide level;
11. Approves modification of the information architecture to accommodate project needs;
12. Leads the development and execution of a communication and education plan for the
IT system architecture; responsible for the overall training and development of the
architect family staff;
13. Collaborates in defining solution architecture for Master Data Management (MDM);
14. Reviews and approves the strategic requirements, principles, models and designs that
strengthen the network effect of sharing such information across the IT system;
15. deployment;
16. Collaborates in the definition and implementation of the enterprise disaster recovery
approach and plan for the recovery of the IT service portfolio and environment, to
meet the need for immediate business continuity and resumption;
17. Provides strategic consultation to clients and IT teams; advises on options, risks, costs
versus benefits, system impacts, and technology priorities;
18. Develops IT enterprise-wide policies, standards, guidelines and procedures
pertaining to information architecture, sharing and integration;
19. Collaborates with other IT teams in the management of technical change, verification
of testing results, and monitoring of technical standards compliance and deployment;
20. Reviews and approves the organizational requirements for the resources, structures
and cultural changes necessary to support initiatives;
21. May be assigned as a Disaster Service Worker, as required;
22. Performs other related duties as required.

Employment Standards:
Sufficient education, training, and experience to demonstrate the possession and direct application of the following knowledge and abilities.

Training and Experience Note:
Bachelor’s degree in Computer Science, Information Systems, Computer Engineering, System
Analysis or a related field from an accredited college,
And
Fifteen (15) years of IT and business/industry work experience including data modeling, data
integration, metadata management, master data management, business intelligence and analytics,
or establishment of data architecture. Five (5) years of experience must have been at a level
comparable to the client’s Information Architect.

And
Seventeen (17) years of IT and business/industry work experience including data modeling, data
integration, metadata management, master data management, business intelligence and analytics,
or establishment of data architecture. Five (5) years of experience must have been at a level
comparable to the client’s Information Architect.
