We are a Federally Qualified Health Center (FQHC) serving all those in need in the Sacramento area. We have been a level 3 Patient Centered Medical Home since 2011 and were the first to earn that designation in Sacramento. About the Position

Responsible for leading the strategic design, implementing and maintaining data collection/management/analysis and reporting functions to support OCH's medical, quality, clinical and business operations departments' effectiveness and efficiency in delivering optimal patient care.

Essential Functions:

  • Facilitates performance improvement to meet quality/operational/financial objectives and applicable regulatory standards/requirement across the continuum of care and business.
  • Provide leadership in assessing, developing, implementing, and evaluating a wide variety of business and clinical quality-related databases and the internal/external flow of data for reporting/analytical purposes in support of OCH's goals.
  • Accountable for the integrity of the data, meeting critical reporting deadlines and ensuring that all work unit activities are conducted in a timely, consistent, cost-effective and efficient manner.
  • Meet stakeholder needs/customer service objectives that are compliant with professional standards, internal policies/procedures and applicable accreditation/regulatory requirements.
  • Serve as an expert resource within OCH, related to the following publicly-reported and/or mandated clinical initiatives and informatics support that may include, but is not limited to the following:
    • UDS Data
    • HRSA Data
    • Ryan White Reporting
    • HEDIS
    • Health Plan Quality Programs
    • CMS Data
  • Ensure appropriate data collection, analysis and reporting of noted measures, and communicate changes in definitions, methodology, and mandatory requirements to all relevant leadership.

Additional Duties

  • Design, implement and maintain appropriate data governance including strategies to optimize clinical and business outcomes. This includes tooling, processes, security, storage, transformation and visualization.
  • Build, manage and grow an exceptional team to support the needs of the role.
  • Work with population data analytics software and the Chief Medical Officer and Quality Director to analyze data and create meaningful reports for the clinical providers and the organization.
  • Partner with the Medical Director and division medical leaders on division-level and clinician-performance analysis.
  • Provide data and analytic support to improve the efficiency of the current EMR and clinical workflow for data capture and reporting.
  • Develop and monitor quality and other key practice indicators.
  • Collaborate with the quality department, independent practice associations (IPA's) and health plans on opportunities to maximize pay-for-value performance.
  • Analyze the OCH patient population to develop and adapt available risk stratification tools to support care management and utilization as OCH prepares for full value-based payment arrangements.
  • Meet regularly with physicians and operational leaders to review and discuss population data and engage them in analytical understanding of areas of opportunities.
  • Prepare and review statistics of departmental productivity to identify areas of improvement.
  • Provide data gathering and analytical support for the design and implementation of OCH's three PCMH models (Primary Care, HIV/Transgender, Academic practice).
  • Provide analytical support to OCH's HIV programs including the Ryan White funded initiatives and other grants.
  • Performs other duties as assigned to meet the organization`s needs.
  • Ability to hire, manage and develop technical talent
  • Other duties as assigned


Internal and external Business Intelligence developers, Analysts and Data Scientists.

Education/Experience Required:


  • BS required, Master's a plus
  • 10+yrs relevant experience,
  • Expertise with analytics tools, data visualization, SQL Server and relational databases as applied to data science and analytics. Experience with SAS/SPSS, Reporting Services, Tableau, MS Power BI, R or Python is a bonus.
  • Experience in statistical process control techniques.


  • Certification in Health Analytics and Informatics
  • Epic certification or working towards certification for ambulatory modules preferred.
  • Experience in computer science is required.
