Job Description

Job Location: Washington DC (1291 Taylor St NW Washington DC 20011). The work is expected to be a hybrid model. At this time we do not know the % of remote or at office.

Clearance Requirement: NACI

Employment Period: anticipated start in August 2022 (contract base and options are up to 1 year 7 months)

Education: At least three (3) years of agile project management experience with IT systems and a Bachelor’s degree

Summary Description:
OmniSolve is seeking a diverse and multi-talented IT project manager to lead a team for a civilian government client. This candidate will be responsible for the summary lead development and implementation of complex information technology projects to solve problems that may have wide impact, requiring high levels of functional integration and involving multiple disciplines to be managed. The ideal candidate should have a prior hands-on IT technical experience, good understanding of the IT systems development lifecycle, understanding of both agile SCRUM and traditional project management methods, change management, knowledge management, process re-engineering, and possess excellent leadership, customer relationship and communication skills. This position will be responsible for day-to-day oversight of the multiple IT projects and direct interaction with client project managers and leadership.

 

Responsibilities include

  • Support the government Project Manager, Product Owner, Product Manager, and/or COR for each assigned project.

  • Be responsible for the tracking, organization, and in certain cases creation, of various project artifacts such as project plans, meeting agendas, meeting minutes, meeting action items, sprint backlogs, sprint plans, burn down charts, etc.

  • Coordinate project work through all phases of the Project Management Life Cycle (PMLC) and Systems

  • Development Life Cycle (SDLC) methodologies and develop required and applicable PMLC and SDLC documentation.

  • Document and communicate project action items, assignments, problems to be resolved, actionable events, milestones, and in conjunction with the appropriate government stakeholders, establish deadlines and time frames for task completion.

  • In conjunction with project stakeholders, develop and maintain project schedules and identify dependencies and the critical path within IT project tasks affecting project milestones and goals. Conduct risk management and develop mitigation and contingency plans needed to keep projects on track. Work with others to plan, baseline, and update IT project plans to control costs and meet scheduled deadlines.

  • Collaborate and communicate with the government Project Manager, Product Owner, Product Manager, and/or COR regarding contracting activities involved with the project.

  • Understand the Library’s Office of the CIO (OCIO) Enterprise Architecture guidelines and track whether project activities remain in alignment with those guidelines (when applicable).

  • Understand the Library’s Office of the CIO (OCIO) IT security guidelines and track whether project activities remain in alignment with those guidelines (when applicable).

  • Provide support to Library Project Manager, Product Owner, Product Manager, and/or CORs through self-directed expertise, teaming/partnerships, and collaboration before escalating matters. The specialist shall provide technical expertise on initiatives and actions required to establish and maintain effective delivery of assigned projects.

  • Facilitate and document project deliverable quality reviews and audits as appropriate.

  • Provide written responses that are concise, clear, factually accurate, logically ordered, and free of errors. The contractor shall provide responses within designated or negotiated time frames with the supervisor, organization and/or customer.

  • Provide oral responses that are clear, courteous and directly address issues and questions on relevant issues.

  • Continually inform the COR or the COR’s designate of emerging issues regarding the projects and offer well thought-out recommendations to prevent and/or respond to developing problems.

  • Comply with the Library OCIO IT Project Management Office (PMO) policy and project portfolio reporting and analysis requirements.

  • Provide PMO-related communications to stakeholders and update PMO websites to reflect current project status as required.

  • Update PMO status tracking site to ensure project status is kept current.

  • Develop and maintain project charters as necessary

  • Facilitate the development of project artifacts such as budget and resource projections, schedules, risk registers,

  • Collaborate with internal and external stakeholders, business analysts, IT specialists, contractors, and others to identify and capture user requirements and expectations at the Service-wide and division/office levels.

  • Work with project stakeholders and subject matter experts to develop a mutual understanding of their requirements.

  • In support of projects that have their work managed via an agile process using the SCRUM methodology, the contractor shall perform the following duties when necessary:

    • Ensure a minimum of two sprints worth of user stories are ready in the team backlog

    • Perform Sprint planning and tracking as necessary.

    • Utilize Agile tracking tools as necessary to maintain and update project artifacts based on input from project stakeholders (The Library uses Excel spreadsheets, JIRA, Bugzilla, Slack, and Confluence).

    • Facilitate and document story progression in project lifecycle (wall status within a sprint).

    • Calculate Burndown.

    • Calculate Velocity.

    • Perform Capacity planning.

    • Perform Release planning.

    • Facilitate the daily standup meetings.

    • Facilitate the sprint planning meetings.

    • Facilitate the sprint demo reviews.

    • Facilitate sprint retrospectives.

    • Ensure that the development teams are practicing the core agile principles of collaboration, prioritization, team accountability, and visibility.

    • Identify and initiate actions to remove impediments, prevents distractions, reduce/prevent interruptions (protect the delivery team).

The candidate must have experience in the following:

  • PMP certification or demonstrable and comparable experience successfully and independently managing projects.

  • Certified Scrum master or other industry recognized certifications for agile software project.

  • At least three years’ experience successfully and independently managing IT projects using an industry recognized agile methodology.

  • Demonstrable Experience using Excel spreadsheets, JIRA, Bugzilla, Slack, Confluence, and project management software such as Microsoft project.

  • Demonstrable ability to communicate effectively both verbally and in written form.

  • The IT Agile PMSS must have passed or be able to pass US federal government background check prior to commencing work.
