Summary
The Civil Division is seeking 3 well qualified Human Resources
Specialists to provide recruitment and staffing services to assigned
Branches, Staff, and Offices of the Division. The incumbent also
participates in other areas of personnel operations.

Responsibilities
  • Provides advice and support to the Division managers and
supervisors in all areas of recruitment and staffing.
  • Assumes responsibility for specialized recruitment programs,
e.g. outreach efforts to attract quality applicants for
positions.
  • Recruits applicants for employment from the private sector and
other Federal agencies for competitive and excepted service.
  • Ensures compliance with merit staffing plans for employees in
and outside the bargaining unit and with OPM and the Divisions
regulations and policies.
  • Provides primary recruitment and staffing services for positions
in assigned components of the Division through the GS-15 level.
  • Prepares vacancy announcements.
  • Prepares personnel actions, such as appointments, promotions,
reassignments, etc.
  • Participates in management meetings to discuss organizational
changes, turnover, changes in skills requirements, position
allocation/authorizations, and other issues impacting
recruitment programs.
  • Responds to inquiries on health benefits, life insurance and
leave accrual.
  • Maintains current data on separations and accessions through the
use of automated accessions/departure database.
  • Interprets and evaluate questionable or discrepant information
and synthesizes intricate information to arrive at legally
supportable conclusions.

Qualifications
**To qualify for the GS-0201-11 Human Resources Specialist, you must
have at least one year of specialized experience at, or equivalent
to at least the GS-09 level in the federal service which**
****involves providing recruitment and staffing advice to managers,
prepari**ng correspondence for salary justifications, maintaining,
statistical data on accessions, and posting a variety of positions
in the excepted and/or competitive service, or 3 full years of
progressively higher level graduate education leading to such a
degree or LL.M., if related. Equivalent combination of education and
experience are qualifying at the GS-11 level.**
**To qualify for the GS-0201-12 Human Resources Specialist, you must
have at least one year of specialized experience at, or equivalent
to at least the GS-11 level in the federal service which**
**involves applying HR staffing and recruitment principles,
concepts, laws, regulations, techniques and guidelines sufficient to
support the Division's recruitment and placement program; advising
managers and supervisors on policies and procedures for recruitment
and staffing, job analysis, vacancy announcements and analyzing
qualifications of applicants etc.**
**To qualify for the GS-0201-13 Human Resources Specialist, you must
have at least one year of specialized experience at, or equivalent
to at least the GS-12 level in the federal service** **which
demonstrates your ability to analyze applicant qualifications and
determine eligibility for positions in the excepted and competitive
services; provide primary recruitment and staffing service for
positions through the GS-15 level; advise managers on meeting
staffing needs based on anticipated or occurring changes; and
respond to inquiries from internal and external parties regarding
personnel management programs and activities.**
  • Time-in-Grade: Federal employees must meet time-in-grade
requirements.
