### Summary

**About the Position:**

**This position is located at:** US Army National Guard Readiness
Center, Army National Guard Chief of Staff, Business Transformation
Office, Arlington, VA.

**About the Surrounding Area:** Situated in Northern Virginia on the
south bank of the Potomac River directly across from Washington
D.C., Arlington is headquarters to many departments and agencies of
the federal government, including the Department of Defense and is
the location of many national memorials and museums.

### Responsibilities

- Serve as the Management/Program Analyst and technical staff
advisor on matters pertaining to organizational reforms,
management programs, and business initiatives mandated by
Congress, Department of Defense, and the Department of Army.
- Apply expert knowledge of Planning, Programming, Budgeting and
Execution System (PPBES), to support, defend, and secure
continuous program funding.
- Analyze the short and long range impact of Department of Defense
and Department of Army directives on the organization.
- Compile and analyze data to identify potential problems, trends,
and benefits and make recommendations to improve program
operations.
- Manage program goals and objectives and control and direct
distribution of resources.
- Evaluate and monitor ongoing programs and projects to determine
the effectiveness of program operations.
- Support Army National Guard to optimize the economy,
effectiveness, and efficiency of business practices and
programs.

In order to qualify, you must meet the experience requirements
described below. Experience refers to paid and unpaid experience,
including volunteer work done through National Service programs
(e.g., Peace Corps, AmeriCorps) and other organizations (e.g.,
professional; philanthropic; religious; spiritual; community;
student; social). You will receive credit for all qualifying
experience, including volunteer experience. Your resume must clearly
describe your relevant experience; if qualifying based on education,
your transcripts will be required as part of your application.

**Experience required:** To qualify based on your work experience,
your resume must describe at least one year of experience which
prepared you to do the work in this job. **Specialized experience is
defined as** evaluate ongoing transformation, reform and innovation
initiatives for the organization, using performance analysis,
process improvement methods and change management principles;
recommend new/improved ways to manage enterprise level efficiencies
for the effectiveness of resource utilization: prepare and deliver
analysis to support Executive Level decision making process.This
definition of specialized experience is typical of work performed at
the next lower grade/level position in the federal service
(GS-12).

You will be evaluated on the basis of your level of competency in
the following areas:

Time in Grade Requirement: Applicants who have held a General
Schedule (GS) position within the last 52 weeks must have 52 weeks
of Federal service at the next lower grade or equivalent (GS-12).

You will be evaluated for this job based on how well you meet the
qualifications above.
