Job Description: General DescriptionThis position assumes overall responsibility of the development, implementation, and evaluation of the curriculum, and ensures that the curriculum is consistent with the Head Start Performance Standards and based on sound child development principles about how children grow and learn. Essential DutiesEnsures that the curriculum is developmentally and linguistically appropriate, recognizing that children have individual rates of development as well as individual interests, temperaments, languages, cultural backgrounds, and learning styles. Ensures that curriculum, learning experiences and environment are inclusive of children with disabilities, and consistent with their Individualized Education Program (IEP)/Individualized Family Service Plan (IFSP). Identifies the training needs and provides instruction to assist staff in acquiring or increasing their knowledge to ensure that the instruction/experiences being provided in the classroom meet the goals for the children’s development and learning. Provides training and ongoing monitoring to ensure that: Staff provides an environment of acceptance that supports and respects gender, culture, language, ethnicity and family composition. Staff provides a balanced daily program of child-initiated and adult-directed activities, including individual and small group activities. Parents are integrally involved in the development of the program’s curriculum and approach to child development and education. Parents are provided opportunities to increase their child observation skills and to share assessments with staff that will help plan the learning experiences. Staff encourages parents to participate in staff-parent conferences and home visits to discuss their child’s development, education and their roles as partners to help their children achieve their goals. The social and emotional development provided enhances each child’s strengths by building trust, fostering independence, self-control, respect for the feelings and rights of others; and that supports and respects the home language, culture, and family composition of each child that support the child’s health and well-being. Routines and transitions occur in a timely, predictable and unrushed manner according to each child’s needs. Staff provides a variety of strategies to promote and support children’s learning and developmental progress based on the observations and ongoing assessment of each child. Staff provides emerging literacy and numeracy development through materials and activities according to the developmental level of each child. Ensures through collaboration that all educational aspects of the health, nutrition, and mental health services are integrated into the curriculum and program/classroom activities. Ensures that the materials and equipment needed to support the implementation of the curriculum are developmentally appropriate and available. Tracks children’s initial and ongoing assessments and analyzes data on child outcomes as they receive services through the program year and compares progress at the beginning, mid-point and end of the program year. Trains and monitors the administration of a common NRS assessment to all 4- and 5-year old children at the beginning and end of the program year to determine some of the skills with which they entered the Birth-to-Five Head Start Program, their levels of achievement when they leave Birth-to-Five Head Start and the progress they made during the Birth-to-Five Head Start year. Participates in Health Services Advisory Committee, Education/Transition Committee and other service advisory committees to address and improve delivery of program and community services to children and families. Conduct performance evaluations of Site Base Managers.Conduct monthly safety meetings and training for Site Base Managers.Communicates with Site Base Management team on Education topics. Works closely with Licensing/Compliance Facilities Coordinator and Site Base Management team on all education topics, center compliance, and licensing needs. Assists with the collection and analysis of other child development and childcare programs that are serving the Head Start eligible children, including publicly funded State and local preschool programs, and the approximate number of Head Start eligible children by community agencies. Reviews annually all written program plans for implementing services, and reports the progress in meeting them; revises and updates as needed. Obtains annual review and approval of all written program plans by the Policy Council and reports the progress on the implementation of services periodically. Assists in evaluating the effectiveness and quality of the program’s Education and Early Childhood Development policies and procedures. Keeps Directors informed at all times on the development and direction of projects. Attends Parent Committee and Policy Council meetings as needed. Communicates with staff, parents, consultants, community partners and general public on a regular basis. Performs annual performance reviews on subordinate staff and uses the results to identify staff training and professional development needs and assists each staff member in improving his/her skills and professional competencies. Provides training and technical assistance by making presentations at cluster meetings, In-Service, etc. Reviews manual and automated tracking systems to ensure accurate and timely information on children and families. Travels to and attends all in-service training, seminars, and other assigned meetings. Performs other duties as assigned by the Birth-to-Five Head Start Director and Chief Executive officer that benefits the Agency. Minimum QualificationsEducation and Experience:A Baccalaureate or advance degree in Early Childhood Education or in a field related to early childhood education, and Two (2) years of experience in teaching preschool children and at least two years of experience in supervisory capacity. Knowledge, Skills and Abilities:Ability to guide the planning and implementation of a comprehensive child development program that meets the Head Start definition of curriculum in all program options and settings.Ability to put into practice theories and sound principles of child and adult education.Able to embrace the role of the parent as the primary educator of the child and promote and support attachment between parent and child.Accepts responsibility for the direction, control, planning, and implementation of program activities, events, and tasks for all funded programs.Able to gather relevant data, conduct an analysis, and arrive at conclusions in order to develop recommendations for management action on various cost related issues.Demonstrates effective leadership, management, and training skills.Deals with people beyond giving and receiving instructions – is courteous, cooperative, conscientious, and tactful in dealing with employees and the general public.Performs job duties in a precise, thorough, and meticulous manner.Able to handle various projects at the same time in an effective manner.Knowledgeable of office practices and administrative procedures and possesses the ability to interpret and properly apply policies, rules, and regulations.Must have excellent writing skills.Ability to effectively use computer, 10-key calculator, spreadsheet, and word processing software.Must have ability to listen, hear, understand, and respond appropriately and effectively.Demonstrates professional conduct in dealing with staff and the public – is courteous, cooperative, conscientious, and tactful.Performs well under stress when confronted with emergency, critical, unusual, or dangerous situations.Requires ability to plan, direct, and review the work of subordinate personnel.Ability to maintain regular and punctual attendance. Special Requirements Must obtain CLASS Reliable Certification Must obtain CLASS Train the Trainer Certification1. Must successfully pass a pre-employment drug test.Must successfully pass and submit a pre-employment TB test and must successfully pass and submit a TB test annually thereafter.Must successfully pass and submit a post offer physical examination within two weeks from the date of hire. Must possess a valid Texas Driver's license (Operators-Class C), and driving record must be approved by insurance company on an annual basis.Must have transportation and current liability coverage on vehicle to be used in the performance of job duties. Some out of town travel may be required.Proof of work eligibility must be provided. Physical Demands of Essential DutiesNormal physical activity includes frequent sitting, standing, and walking in a usual workday.Requires occasional twisting at desk when answering phone or typing at computer.Requires retrieving files by pulling & pushing filing cabinet drawers with occasional bending, stooping, squatting, kneeling, and reaching above shoulder level.Requires use of the five senses (hearing, seeing, touching, smelling, and tasting) to perform various job duties and in dealing with staff, clients, and outside.Requires employee to use hands, arms, feet, legs, neck and head while performing Agency tasks.Requires employee to occasionally crawl and twist in performing duties.Requires frequent speaking/hearing abilities with staff, co-workers, parents, and supervisor.Work Environment The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
