Responsible for delivering formal training for the District’s Wastewater Plant Operations. Works with the technical training team and other stakeholders to develop and instruct training program materials for novice, intermediate and advanced professional operators. Responsible for supervising trainees during specified training periods, typically five days a week for four to six-week sessions per unit. The training program is for three years. Performs other duties of a similar nature as may be required.
-Responsible for the training of the District’s Wastewater Plant Operations.
-Conduct training of wastewater plant operations concepts to include, but are not limited to, unit operations, operation monitoring, operation and control, quality control analysis, critical thinking, troubleshooting, judgment and decision making and systems evaluation.
-Facilitates Operator Training Committee of Ohio (OTCO) courses, continuing education courses for trainees and full craft employees. Participates, as an integral team member, in the Training Department.
-Responsible for training wastewater theory, applied mathematics and proper unit operation to personnel in a classroom setting and/or one on one tutoring sessions.
-Delivers contact hour classes and obtains approval by the Ohio E.P.A. for contact hours for wastewater certification.
-Assigns trainees to execute troubleshooting, observes methods used to complete a task and provides instructive feedback to identify errors and effective methodologies to successfully complete the tasks.
-Conducts orientation for new trainees. Introduces trainees to the facility and provides an overview of the operation and maintenance department, the training program and the job duties and responsibilities of the program trainees.
-Coordinating on-the-job training (OJT) activities and formal classroom training.
-Works with the technical training team and stakeholders for the creation, development, revision and evaluation of the technical training program.
-Defines learning objectives and identifies resources to meet those objectives. Develops and organizes training materials into a logical sequence and presentation format.
-Evaluates program to ensure understanding thorough testing. Adjust materials and training as needed.
-Evaluates the effectiveness of the operator training program and provide recommendations for improvements. Identify performance measures and evaluation criteria for the training program in conjunction with the Training Program Manager, O & M leadership and in compliance with any applicable compliance standards.
-Develops OJT curricula and identify resources for the operator training program. Ensures consistent execution of OJT training program.
-Participates in interviewing, identifying and reviewing selection assessments/tests. Conducts test proctoring and evaluation necessary to evaluate trainees at various intervals, including completion of the training program, to determine that trainees possess the appropriate level of knowledge, skills and abilities. May participate in identifying educational and training programs for employees to complete. Consults with the training manager when specific training needs are identified.
-Participates in design and execution of Operational Effectiveness Reviews (OERs) for wastewater operator trainees
-Maintains reports and records of all training activities. Maintains records of all trainees, including assessment results, education background and job performance results (achievement of contractual milestones and requirements, accolades, discipline and supervisory input).
-Supervises and directs operations trainee personnel at the Districts Training Center during specified training periods, typically five days a week for four to six-week sessions per unit.
-Provides coaching, mentoring and managing of performance of trainees.
-Responsible for assessing trainee’s performance, provides constructive feedback, documents discipline issues, provides additional training and takes corrective action as needed.
-Participates in grievance or disciplinary hearings as needed.
-Responsible for time tracking including approving time worked and time off requests in Human Resource Information System.
-Works with Operation & Maintenance Department to plan the scheduling of shift work
-Observes safe work practices and ensures that work performed aligns with organizational best practices and in compliance with Public Employment Risk Reduction Program (PERRP) regulations and/or Occupational Safety & Health Administration (OSHA).
-Maintains a current level of knowledge and stays abreast of new trends or industry practices in operations and wastewater treatment/collection system operation and maintenance. Participates in professional organizations, attends seminars and reads literature/internet information from vendors and organizational sources to incorporate new information into organizational training curricula.
-Works with Operation and Maintenance and Health and Safety on the maintenance of safety policies and procedures as it relates to plant operations. Performs other related duties as assigned.
MINIMUM JOB REQUIREMENTS
Candidate must possess a high school diploma, GED or equivalent. Associate degree is preferred.
Candidate must possess five (5) years of professional work experience as a Wastewater or Water Plant Operator. Work experience as an industrial instructor at a technical, trade, vocational school or college is preferred. Work experience delivering technical training providing instruction or guidance to other employees on the proper methods and tools used to perform wastewater or water operator tasks and duties is preferred.
LICENSURE AND CERTIFICATIONS
-Candidate must possess a valid State of Ohio Wastewater Operator Certification Class III.
-Candidate must possess a valid driver’s license with a driving record in accordance with the District’s acceptable guidelines.
-Must be able to obtain train the trainer certificate for OTCO courses
KNOWLEDGE, SKILLS AND ABILITIES
-Candidate must possess the ability to express complex issues clearly and concisely to others, plan work and meet deadlines and maintain effective working relationships with other employees and the general public. Must possess judgment and decision making, execution, problem analysis and objective setting skills.
-Must be computer literate with a working knowledge of Microsoft Office applications and various computer navigation tools and techniques.
-Candidate must possess strong verbal and written communication skills and must be able to build and maintain professional relationships. Must possess the ability to work as an individual contributor and an effective team player, in addition to being highly organized, self-directed and forward-thinking.
-Candidate must be skilled in problem-solving, follow-through, influence and persuasion. The ability to function as systems thinker and be solution minded is required.
-Candidate must be able to conduct training sessions after 5 p.m. during weekdays.
PHYSICAL AND MENTAL REQUIREMENTS
-During the course of performing the essential functions of this position the employee must be able to compare, copy, compute, compile, analyze, coordinate, synthesize, negotiate and instruct. Ability to communicate while exhibiting strong interpersonal skills is required.
Physical work will need to be performed, such as standing, walking, hearing and talking. Ability to lift up to 10 lbs. on an occasional basis. Position will require visual demands of near and far acuity, depth perception, accommodation and color vision.
-Ability to enter a plant environment is required. Exposure to extreme weather, atmospheric conditions, wet and/or humid conditions, extreme cold and heat that is non-weather related, hazards, vibrations and confined/restricted working environments is encountered in this position.
