Job Description: The Government Affairs Liaison is an important role focused on public policy and promoting the value of the North Texas Tollway Authority (NTTA) with local appointed and elected officials. Reporting to the Director of Government Affairs, this role is primarily responsible for assisting in the development and implementation of NTTAs government affairs strategic plan. In collaboration with the Director of Government Affairs and the Department of Public Affairs, the role will focus on educating local government officials about the importance and value of NTTA to the North Texas region. This is achieved by monitoring local transportation proposals, policies and actions that may directly or indirectly affect NTTA, building and maintaining positive relationships with local appointed and elected officials and their staffs across the NTTA service area, attending meetings of governing bodies, as required, and assisting in deploying the departments outreach strategy in partnership with NTTAs Government Affairs and Public Affairs departments.Job Responsibilities:Responsible for providing substantial support to the Director of Government Affairs in all government-related activitiesNetwork, develop and maintain positive relationships with local government agency appointed and elected officials and their staff to promote policies that advance NTTAs core objectives. Manage, coordinate, guide and provide strategic input and tactical support for initiatives at the local government level that affect NTTA. Actively participate in the development and production of materials (e.g. briefing books, correspondence, presentations, testimony, etc.) to support NTTAs local advocacy activities in collaboration with the director of government affairs and other NTTA departments as assigned.Responsible for day-to-day tracking of local government interactions and activities, correspondence and files, as they relate, but are not limited to, transportation policies, agency transparency and other matters.Track and report on local policy developments to the director of government affairs Plan and conduct meetings to provide for internal exchange of relevant local elected official/government agency information across a number of topics with key stakeholders. Act as a liaison for local appointed and elected officials and their staffs, managing constituent casework, responding to information requests, and facilitating contact with other NTTA departments where appropriate. Participate in local transportation coalitions, acting as NTTAs representative with various groups/projects in the NTTA service area. Conduct research and prepare strategic analyses to make recommendations on proposed local government public policy and local government issues; consult and work with appropriate internal and external stakeholders to communicate NTTAs positions on local public policy/transportation matters. Assist in the drafting of content for internal review on local public policy issues, including memos, presentations, testimony and correspondence for NTTA personnel. Prepare strategic analysis of proposed local government public policy initiatives, assessing the potential impact to NTTA and making recommendations on prospective actions by NTTA.Work with relevant internal NTTA staff to devise and disseminate a cohesive and coordinated response to local government issues affecting NTTA, and coordinate implementation of local government public policies that impact NTTA. Ability to cope with stress related to standard job functions, including but not limited to: meeting deadlines, receiving customer complaints and finding resolutions to the same, interactions with NTTA internal and external clients, multi-tasking and ability to handle high volume of work assignments, and all other duties as assigned.Job Requirements:Formal Education: Bachelors degree required, preferably in Social SciencesExperience: Minimum of three years of progressively responsible experience in public policy roles such as working for an elected official, government agency, or public policy agency, engaging with constituencies and conducting research on local, state, and federal policy.Supervision: There is no supervision of staff associated with this position.Human Collaboration Skills: Recommends policy development and implementation of NTTAs local elected officials/government agencies programs. Evaluates elected official satisfaction, develops cooperative associations, and uses resources to continuously improve NTTAs local outreach. High human interaction as a representative for NTTA. Freedom to Act: Receives immediate, substantive and administrative direction from the Director of Government Affairs. The Government Affairs Liaison performs the duties assigned within broad parameters defined by the Director of Government Affairs, NTTA Executive Team and Board of Directors. Total end results determine effectiveness of job performance. Technical Skills: Skilled: Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization. Strong understanding of the public policy process at all levels of government is required, including the relationship between legislative and local government agencies and elected officials.Budget Responsibility: Prepares budget documents; and does research to justify language used in documents for a division or department. May recommend budget allocations.Reading: Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.Math: Intermediate - Ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.Writing: Advanced - Ability to write editorials, journals, speeches, manuals, or critiques. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.Certification & Other Requirements: Travel locally 25% to 50% of the time to attend meetings. Must be able to work extended hours when necessary.
