Working under the CEO / Executive Director, this executive management team position will oversee the NTTAs information technology, customer service and collections, customer care, and human resource departments. In addition, this position oversees the business operations group providing business analytics and management of projects spanning multiple operations departments.
Responsibilities include: managing, mentoring and developing assigned department directors and the business operations manager; establishing policies, practices, programs, standards and goals to ensure the Authority is positioned to best serve its employees and customers; continuously improving operations from both cost and efficiency perspectives; researching existing and emerging technologies and recommending those which will further strengthen the Authority; assisting in the development and management of various Authority budgets; prioritizing capital improvement projects; and developing strategic plans. Other duties include representing the Authority with the external parties, and developing and presenting information to the Board of Directors, visiting agencies / companies, and other groups.
Plans, organizes and coordinates the operating functions of NTTA to ensure that goals and objectives are achieved and to ensure the maximum utilization of facilities, equipment and staff. Manage the development, analysis and administration of the budget, evaluate program operations and procedures, present recommendations for revisions, administer assigned projects, monitor progress, review and manage consultant contracts, verify assigned work, and provide information to multiple audiences.
Coordinates and provides (as needed) committee and board presentations from assigned departments. Ensures timely completion of associated tasks and quality work product
Manages and monitors strategic plan implementation by working with departments to establish their goals and objectives, ensuring that goals are incorporated into employee performance objectives, working with consultants, and ensuring the optimization of staff.
Ability to manage stress, build relationships across the Authority and model NTTA core values.
Formal Education: Work requires specialized knowledge in a professional or technical field. Work requires professional level of knowledge of a discipline equivalent to that which is acquired in a Masters degree-level of study, P.E., Law Degree, or CPA.
Experience: Ten or more years of progressively increasing levels of responsibility in similar roles.
Supervision: Work requires managing and monitoring work performance of multiple departments including evaluating program/work objectives and effectiveness, establishing broad organizational goals and realigning work and staffing assignments for the departments.
Human Collaboration Skills: Final decisions regarding policy development and implementation are made and/or recommended. Interaction with others outside the organization requires exercising participative management skills that support team efforts and quality processes.
Freedom to Act: Receives Administrative Direction: Within this job, the employee normally performs the duty assignment within broad parameters defined by general organizational requirements and accepted practices. Total end results determine effectiveness of job performance.
Technical Skills: Advanced: Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization-wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively.
Budget Responsibility: Has responsibility for final budgetary recommendations to top executive (i.e. Manager, President/CEO, etc.). Assures that appropriate linkages exist between budget goals, funding limitations and services levels adopted to meet specific department and organizational goals. Monitors progress toward fiscal objectives and adjusts plans as necessary to reach them.
Reading: Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. Ordinarily, such education is obtained in at the college level or above.
Math: Advanced - Ability to apply fundamental concepts of theories, work with advanced mathematical operations methods, and functions of real and complex variables. Ordinarily, such education is obtained in at the college level or above.
Writing: Advanced - Ability to write board-level materials, editorials, journals, speeches, manuals, or critiques. Ordinarily, such education is obtained in at the college level or above.
