The Organization

North Los Angeles County Regional Center "NLACRC" is a private, non-profit agency that is contracted with the State of California, Department of Developmental Services, to provide services to individuals with intellectual and developmental disabilities. NLACRC is one of the largest regional centers in California and has proudly served the San Fernando Valley, Santa Clarita Valley, and Antelope Valley since 1974. We serve individuals across the lifespan from infants and toddlers, school age children, transition-age youth, to adults and aging adults.

SUPERVISION: Receives general supervision from the Chief Information Officer.


Responsible for ensuring that IT support, security and IT projects are completed in compliance with the requirements of DDS, in accordance with the IT General Controls and uphold the requirements defined by Health Insurance Portability and Accountability Act (HIPAA). Whether IT services are provided by internal staff or external resources, the Director of IT is responsible for ensuring that all technology requirements of the Department of Developmental Services (DDS), HIPAA and IT General Controls are met. Participates in the development of department goals, establishes department systems, and directs the implementation of goals, objectives, policies, procedures and work plans.
  1. Mentor and monitor the IT staff business and technical skills, to ensure that departmental commitments are being met and IT capacity is growing.
  2. Give regular feedback to staff on performance and conduct annual reviews.
  3. Direct and manage outsourced IT operations and services
  4. Oversee all IT systems including but not limited to data, network, storage services, servers, devices, telephony, and applications to ensure that DDS, HIPAA and IT General Controls are being met or exceeded and the systems are meeting the organizational needs.
  5. Ensure that appropriate system monitoring is being done to ensure system uptime
  6. Ensure that appropriate logs are being collected, reviewed and stored
  7. Ensure that Capacity Planning is in place so that demand for services matches the ability to deliver IT services.
  8. Troubleshoot, manage and resolve all critical Incidents and Problems.
  9. Manage all IT changes.
  10. Monitor the IT ticketing system to ensure that tickets are being resolved in a timely manner.
  11. Manage IT Projects to ensure delivery, adherence to compliance and security requirements, and a smooth transition to production.
  12. Develop, maintain and test, a Disaster Recovery Plan to ensure business continuity.
  13. Ensure the security of the NLACRC environment and the compliance with HIPAA and DDS requirements.
  14. Ensure that HIPAA and security policies related to technology are being followed by staff and Business Associates.
  15. Ensure that threat monitoring is effective, appropriate logs are being maintained and reviewed.
  16. Develop and maintain a Security Awareness Program.
  17. Develop and in depth understanding of the NLACRC business and technical needs.
  18. Develop and maintain the Service Catalog.
  19. Develop Service Level Agreements (SLA's).
  20. Manage the delivery of IT Support to ensure that all tickets are handled correctly and closed within defined SLA's.
  21. Ensure technology is meeting staff needs and research solutions to unmet needs.
  22. Communicate technology gaps and status of projects as part of the Senior Management Team.
  23. Develop and manage the budget for the IT Department.
  24. Purchase and manage licenses for IT controlled assets.
  25. Ensure that the inventory and management of IT assets is controlled.
  26. Enforce policy and standard operating procedures and update as required.

Employment Standards
  1. Bachelor's degree in computer science/information systems or equivalent work experience
  2. Seven (7) years of IT experience with at least 3 years of management experience supporting an organization of 500+ staff
  3. Experience with compliance and security management/implementation such as HIPAA, SOX or PCI
  4. Experience with managing and developing project plans
  5. Experience writing policy and standard operating procedures
  6. Experience managing vendors

Skills and Abilities
  1. Excellent English oral and written communication skills with the ability to communicate technical information, both verbal and written, to a wide range of end-users.
  2. Excellent project and time management skills
  3. Good judgment and critical thinking skills
  4. Proven ability to lead transformative IT projects, such as Software-as-a-Services (SaaS), virtualization or cloud computing.
  5. Excellent knowledge of Security and Compliance practices in regulated environments such as HIPAA, SOX, or PCI.
  6. Senior level Microsoft support skills and a working knowledge of the interaction between security, network and applications.
  7. Demonstrated capability to troubleshoot problems across multiple environments.
  8. Strong organization skills and ability to multi-task and prioritize effectively.
  9. Ability to work in and participate as part of a team of technical and non-technical personnel.
  10. Ability to create processes that can be followed by others.
  11. Strong customer service orientation.
  12. Knowledge of iSeries, SharePoint, SQL, and Access a plus.
  13. Knowledge about Citrix Xen Desktop/VDI computing or supporting a SharePoint environment preferred.
  14. Knowledge of ITIL preferred.

Essential Requirements

Must be able to work occasional nights, weekends, and holidays and be on-call for emergencies. This position requires the use of a personal vehicle while conducting business and must possess a valid (Class C) California driver's license. Travel to offices in Santa Clarita and Antelope Valley will be required.
