Job Description

Field Execution Technical Lead Level's 1,2,3,4,5 (FETL) (RCRA Program)

Responsible for planning and executing field investigations for the RCRA program, which include the Technical Area 21, Aggregate Area/contaminated soils, and Material Disposal Area teams. Project Managers will work closely with all facets of the company to help ensure safe, efficient, and quality work throughout the company.

Responsibilities

Job Duties and Responsibilities:

  • Serves as the technical liaison between the Project Manager and the subcontractor.
  • Serves as the project field execution technical point of contact for the subcontractors.
  • Serve as the Subcontractor Technical Representative (STR) for assigned subcontracts.
  • Using the Statement of Work developed by the Project Manager, work with the Subject Matter Experts (SMEs) to develop the environment, health and safety, quality and security requirements for the Request for Proposals and subsequent subcontract.
  • Coordinate subcontractor over sight and surveillance with program SMEs to ensure subcontractor compliance.
  • Along with the Subcontract Administrator is responsible for the proper and effective management of the subcontract and subcontractor.
  • Technical lead for subcontractor request for information, request for equitable adjustment and documented change order processes.
  • Approve dispatch documents for field and yard crews, and accounting department.
  • Daily crew and project scheduling.
  • Coordinate order inventory of supplies, tooling, and equipment.
  • Review of project invoicing.
  • Support project cost estimates and proposals.
  • Practice and enforce safe work techniques, safety policies, guidelines, and procedures, acting as site ESH & QA representative when ESH and QA personnel are not on site. Provide ESH and QA managers relevant documents in a timely manner for review.
  • Regular local travel required; some out of town travel may be required.
  • Perform other duties as assigned.

Qualifications

Skills and Qualifications:

  • Bachelor's degree in geosciences, engineering, environmental science, or related discipline required
  • Experience in the environmental and/or geotechnical industries
  • Knowledge and experience with Rotary drilling, site investigation, and remediation techniques preferred
  • Ability to manage and prioritize multiple projects
  • Desire and interest in supporting field staff and promoting a culture where quality work is a priority
  • Excellent verbal and written communication skills
  • Experience with Microsoft Suite of applications (word, excel, etc.)

  • Bachelor’s degree in Environmental or Civil Engineering, Geology, Geochemistry/Hydrology, or other appropriate related technical discipline
  • At least 1 year of relevant experience.

Contacts are primarily with immediate supervisor, project leaders, and other professionals in the section or group.

Work is closely supervised. Follows specific, detailed instructions. Contributes to completion of routine technical tasks. Failure to achieve results can normally be overcome without serious effect on schedules and programs.

  • At least 2 years of relevant experience.

Primarily internal company contacts. Infrequent inter-organizational and outside customer contacts on routine matters.

Works under general supervision. Follows established procedures. Work is reviewed for soundness of technical judgment, overall adequacy and accuracy. Contributes to completion of milestones associated with specific projects. Failure to achieve results or erroneous decisions or recommendations may cause delays in program schedules and may result in allocation of additional resources.

  • At least 5 years of relevant experience.

Frequent inter-organizational and outside customer contacts. Represents organization in providing solutions to difficult technical issues associated with specific projects.

Works under only general direction. Independently determines and develops approach to solutions. Work is reviewed upon completion for adequacy in meeting objectives. Contributes to completion of specific programs and projects. Failure to obtain results or erroneous decisions or recommendations would typically result in serious program delays and considerable expenditure of resources.

  • Bachelor’s degree in Environmental or Civil Engineering, Geology, Geochemistry/Hydrology, or other appropriate related technical discipline
  • At least 9 years of relevant experience.

Represents the organization as the prime technical contact on contracts and projects. Interacts with senior external personnel on significant technical matters often requiring coordination between organizations.

Work is performed without appreciable direction. Exercises considerable latitude in determining technical objectives of assignment. Completed work is reviewed from a relatively long- term perspective, for desired results. Guides the successful completion of major programs and may function in a project leadership role. Errors in judgement or failure to achieve results would result in the expenditure of large amounts of company resources.

  • Bachelor’s degree in Environmental or Civil Engineering, Geology, Geochemistry/Hydrology, or other appropriate related technical discipline
  • At least 15 years of relevant extensive/expert experience.

Applies advanced technical principles, theories and concepts. Contributes to development of new principles and concepts.

Serves as Senior SME to management and special external spokesperson for the organization on major matters pertaining to the policies, plans, and objectives.

Works on unusually complex technical problems and provides solutions which are highly innovative and ingenious.

Works under consultative direction toward predetermined long-range goals and objectives. Assignments are often self-initiated. Determine and pursue courses of action necessary to obtain desired results. Work checked through consultation and agreement with others rather than by formal review of superior.

Effects of decisions are long-lasting and heavily influence the future course of the organization. Errors in judgment or failure to achieve results would result in the expenditure of large amounts of company resources.
