Job Description

Netorian is seeking an IT Program Manager (Program Manager).

The Maryland Department of State Police (MDSP) is seeking one (1) IT Program Manager to function as the dedicated Project Manager for MDSP’s Licensing Automation Major IT Development Project (MITDP) and provide expertise and guidance in the oversight and management of multiple IT initiatives within the Department.

Employment Type:

  • Full-time, exempt.

Clearance:

  • Successful candidate must be able to pass a Background Check.

Education:

  • Bachelor’s Degree from an accredited college or university in Engineering, Computer Science, Information Systems, Business, or other related discipline.
  • Master’s degree and/or project management certification is preferred.

Qualifications:

General Experience:

  • At least 12 years of experience in program or project management.

Specialized Experience:

  • At least eight (8) years of experience in supervision or oversight of IT related programs or projects.
  • Demonstrate excellent writing and oral communication skills and be capable of performing all tasks assigned by the Department with self-sufficiency and minimal guidance.

Preferred:

  • A focus or specialization in software development project management.
  • At least two (2) years of experience in computer user support
  • At least two (2) years of experience in server / data center support
  • At least fifteen (15) years of experience using PMI PMBOK standards
  • At least six (6) years of experience working with State of Maryland procurement procedures.
  • At least six (6) years of experience with the State of Maryland’s SDLC requirements.
  • At least one (1) year of experience with software, systems, or business processes in support of Maryland’s firearm licensing and wear/carry laws.

Description of Work:

The Program manager is responsible for the overall management of the Licensing Automation project, including but not limited to the following:

  • Manage and provide direction to the Licensing Automation development team.
  • Risk and issue management, including recommending risk mitigation strategies.
  • Project planning and execution; monitoring and control, configuration/change management, and organizational change management.
  • Ensure the application of Project Management Institute and State System Development Life Cycle (SDLC) standards in managing the Licensing Automation project
  • Responsible for ensuring that work performed is within scope, consistent with requirements, and delivered on time and on budget.
  • Identifies critical tasks, dates, testing, and acceptance criteria for project deliverables.
  • Provides solutions to improve efficiency (e.g., reduce costs while maintaining or improving performance levels).
  • Act as a facilitator between the MDSP and other state agencies, when required, as well as with multiple contractors.
  • Create and manage the following for the Licensing Automation project:
    • Project Management Plan
    • Project Schedule/Work Breakdown Structure
    • Testing Documentation and Test Results
  • Provide status reports that captures, tracks, and provides a status of assigned tasks performed by the Program Manager.
