### Summary

You will serve as a Project Management and Engineering Branch (PMEB)
Head in the Capital Improvements Division of NAVFAC SOUTHWEST
Coronado (Coastal Campus).

This interdisciplinary position will be filled as a Supervisory
General Engineer (0808) or Supervisory Architect (0808).

### Responsibilities

- You will provide senior leadership related to the three primary
Capital Improvements (CI) roles and responsibilities in the
PMEB: Project Management, Design Management, and Construction
Management.
- You will assign work to subordinates based on priorities,
considering the difficulty and requirements of the assignments,
the type of work, existing workload in the various branches
within the PMEB, and the capabilities of the employees.
- You will oversee all aspects of CI work, including the mentoring
and training of the CI staff.
- You will forecast workload into out years in preparation of
resource planning requests.
- You will lead staff in performing project management roles for
the project (scope, cost, and schedule) from preliminary design
authorization to project closeout.
- You will ensure PMEB staff provides expert engineering
consultation services to Supported Commanders, Installation
Commanding Officer, Public Works Officer, inspectors, and
others.
- You will serve as the lead technical representative for matters
involving construction contract changes and claims.

- You will be required to obtain and maintain a current valid
United States driver's license.
- You will be required to obtain and maintain an interim and/or
final security clearance prior to entrance on duty. Failure to
obtain and maintain the required level of clearance may result
in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce
Improvement Act (DAWIA). You must be certified as a Facilities
Engineering Career Field Level 3. Certification is required
within 24 months of appointment.
- This position may require travel from normal duty station to
CONUS and OCONUS and may include remote or isolated sites. You
must be able to travel on military and commercial aircraft for
extended periods of time.
- Supervisors in the executive branch have a heightened personal
responsibility for advancing government ethics. You will be
required to review the 14 General Principles of Ethical Conduct
at 5 CFR 2635.101.
- May be required to work overtime.

### Qualifications

**This position has a selective placement factor that will be used
to screen out ineligible candidates. The selective placement factor
is: You must currently be a licensed Professional Engineer (PE) if
applying for the General Engineer (0801 series). You must be a
Registered Architect (RA) if applying for the Architect (0808
series). Your license or registration must be held in a State, the
District of Columbia, the Commonwealth of Puerto Rico, or a
territory of the United States.**

In addition to the basic requirement and selective placement factor
for the series in which you are applying, your resume must
demonstrate at least one year of specialized experience at or
equivalent to the **GS-12** grade level or pay band in the Federal
service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following:

**1)** Working closely with project leaders through all phases of
design, pre-award and construction;
**2)** Providing accurate field office projections for design and
construction workload to determine resource requirements;
**3)** Utilizing command eTools applications (i.e., eProjects and
eContracts) for design, project management, and construction to
manage workload and provide status updates; and
**4)** Evaluating metrics related to overall project schedule, cost
impacts, and quality control/quality assurance efforts to maximize
effectiveness of deliverables and support.

### Education

**Applicants for the Professional Engineering series must meet the
following basic education requirements of the Office of Personnel
Management (OPM) Qualifications Standards Manual:**

Successful completion of a professional engineering degree. To be
acceptable, the program must: (1) lead to a bachelor's degree (or
higher) in a school of engineering with at least one program
accredited by the Accreditation Board for Engineering and Technology
(ABET); or (2) include differential and integral calculus and
courses (more advanced than first-year physics and chemistry) in
five of the following seven areas of engineering science or
physics: (a) statics, dynamics; (b) strength of materials
(stress-strain relationships); (c) fluid mechanics, hydraulics; (d)
thermodynamics; (e) electrical fields and circuits; (f) nature and
properties of materials (relating particle and aggregate structure
to properties); and (g) any other comparable area of fundamental
engineering science or physics, such as optics, heat transfer, soil
mechanics, or electronics. Such education must demonstrate the
knowledge, skills, and abilities necessary to do the work of the
position.

OR

Current registration as an Engineer Intern (EI), Engineer in
Training (EIT), or licensure as a Professional Engineer (PE) by any
State, the District of Columbia, Guam, or Puerto Rico. Absent other
means of qualifying under this standard, those applicants who
achieved such registration by means other than written test (e.g.,
State grandfather or eminence provisions) are eligible only for
positions that are within or closely related to the specialty field

Evidence of having successfully passed the Fundamentals of
Engineering (FE) examination or any other written test required for
professional registration by an engineering licensure board in the
various States, the District of Columbia, Guam, and Puerto Rico The

OR

Successful completion of at least 60 semester hours of courses in
the physical, mathematical, and engineering sciences and in
engineering that included the courses specified in the basic
requirements under paragraph A (above). The courses must be fully
acceptable toward meeting the requirements of an engineering program
as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree
in an appropriate scientific field, e.g., engineering technology,
physics, chemistry, architecture, computer science, mathematics,
hydrology, or geology, may be accepted in lieu of a bachelor's
degree in engineering, provided the applicant has had at least one
year of professional engineering experience acquired under
professional engineering supervision and guidance. Ordinarily, there
should be either an established plan of intensive training to
develop professional engineering competence, or several years of
prior professional engineering-type experience, e.g., in
interdisciplinary positions.

**Applicants for the** **Professional Architecture Series** **must
meet the following basic education requirements of the Office of
Personnel Management (OPM) Qualifications Standards Manual:**

Successful completion of a bachelor's or higher degree in
architecture.

OR

Successful completion of a bachelor's or higher degree in a field
related to architecture that included 60 semester hours of course
work in architecture or related disciplines of which at least (1) 30
semester hours were in architectural design, and (2) 6 semester
hours were in each of the following: structural technology,
properties of materials and methods of construction, and
environmental control systems.

OR

Have a combination of college-level education, training, and/or
technical experience that furnished (1) a thorough knowledge of the
arts and sciences underlying professional architecture, and (2) a
good understanding, both theoretical and practical, of the
architectural principles, methods, and techniques and their
applications to the design and construction or improvement of
buildings. The curriculum for a degree is in either architecture or
architectural engineering and covers function, esthetics, site,
structure, economics, mechanical-electrical, and other engineering
problems related to the design and construction of buildings
primarily (but not exclusively) intended to house human activities
OR you lack a degree in architecture, but have 1 year of experience
in an architect's office or in architectural work for each year
short of graduation from a program of study in architecture that
demonstrates that you have acquired a thorough knowledge of the
fundamental principles and theories of professional architecture.
(Note - In the absence of college courses, 5 years of such
experience is required).
