Where You Will Work

This position is vital to the establishment of an enterprise Emergency Management program in line with both NRO and federal requirements. C/CEMP guides EM program to establish a robust NRO-wide Emergency Management Plan that provides the framework to efficiently meet federal requirements and leverage activities and procedures in place at individual locations. C/CEMP will also work with mission partners on assessments across the NRO Enterprise for a collaborative and unified NRO approach, including on the All Hazards Threat Assessment (AHTA), which CEMP has a leading role in facilitating.

The National Reconnaissance Office/Management Services & Operations/Continuity Emergency Management Group/Comprehensive Emergency Management Program (MS&O/CEMG/CEMP) has the mission to provide Emergency Management program support to the NRO Enterprise. CEMP's mission is to manage the framework for world-class Emergency Management services at all NRO locations that will provide for necessary uniformity in requirements, procedures, and guidance, while allowing for personalization to meet each site's unique needs. MS&O is responsible for the NRO Enterprise, maintenance for the NRO Headquarters, and Headquarters-area facilities and a variety of foreign and domestic field sites.

What You Will Be Doing

+ The successful candidate will serve as the Chief for the Comprehensive Emergency Management Program (CEMP). The CEMP Program is responsible for the enterprise-wide emergency planning to include the safety of NRO personnel and property through the full spectrum of crises, including infectious disease. This position shall guide the CEMP team to apply Emergency Management (EM) best practices from the EM program based out of NRO Headquarters at Westfields, into a comprehensive EM program plan for all domestic and overseas NRO sites. This position will work collectively with Continuity and Critical Infrastructure Protection Program (CCIP), Industrial Control Systems (ICS), Test, Training, & Exercise (TT&E), and other mission partners on an integrated and robust Emergency Management Plan that provides the framework to efficiently meet federal requirements and leverage activities and procedures in place at individual locations. C/CEMP will also work with mission partners on assessments across the NRO Enterprise for a collaborative and unified NRO approach, including on the All Hazards Threat Assessment (AHTA) for which CEMP has a leading role in facilitating.

+ The position includes developing multiple EM policies and response plans as well as training and exercise development (tabletop and full scale) that includes a wide range of scenarios, threats and participants. The successful candidate will use established risk management principles to implement risk assessments across the facilities within the NRO Enterprise. Additionally, C/CEMP will oversee a communications campaign to educate the workforce on preparedness and emergency events.

+ This position oversees the NRO Enterprise-wide Infectious Disease Plan and implementation (ID). C/CEMP is responsible for establishing and executing an ID test, training, and exercise program. Additionally, in the event of an outbreak, C/CEMP will maintain overall situational awareness of the event, to include its location and rate of transfer, via multiple classified and unclassified methods.

+ The incumbent must continuously assess the effectiveness of emergency management, relevant policies, manage resources efficiently, maintain focus on numerous activities, and provide leadership and guidance to larger workforce engaged in Emergency Management across the NRO enterprise.

+ This position provides direct support to the Incident Management Team (IMT), a team that convenes during EM exercises and real-world events to assess and determine responses for maintaining the health and safety of NRO Headquarters and Headquarter-area employees, and the continued operations of the Headquarters and Headquarters-area facilities. IMT support can require 24/7 support for the duration of an event. This position may also involve support to the acquisition process including source selection, classification and reporting requirements guidance to Government staff and Contractor personnel, investigation/documentation of security incidents, providing briefings to Senior Leadership, and providing direct support at a variety of MS&O sponsored events such as Blood Drives, the Health Fair, Family Day, and the Holiday Party.

+ The selected candidate manages a contract team and regularly interacts with senior leadership within NRO as well as external partners and first responders.

What You Need

+ Interpersonal Skills: Candidates shall have demonstrated effectiveness in establishing and maintaining working relationships, and the ability to get along with others with different personalities. This includes the ability to relate to people of diverse disciplines within the NRO and throughout the IC. Moreover, candidate has to have demonstrated experience in effectively persuading, negotiating, and resolving conflicts among diverse groups with competing interests.

+ Documented record of excellent performance using outstanding judgment, discretion, initiative, and creativity addressing security challenges for a customer operation, with the ability to provide risk managed mitigations to customer requirements.

+ Demonstrated ability to foster collaborative relationships, encourage teamwork and promote cooperation across disciplines and outside of your career service. This includes maintaining collaborative relationships with local emergency responders.

+ Excellent oral and written communication skills are essential. Impeccable interpersonal and customer service skills are essential, as well as the ability to provide concise and compelling briefings to audiences at all levels.

+ Demonstrated ability to manage multiple projects with competing priorities in support of Strategic Challenges and Mission Priorities. Must be well organized with a proven ability to come to closure on a wide variety of issues.

+ Prior experience leading the delivery of Emergency Management and Response services in a customer environment. This experience can be derived from a variety of assignments.

+ Demonstrated experience driving organizational change or driving standardization and process efficiencies to improve service quality and responsiveness to customer requirements.

+ Experience in Emergency Management, Program Management, and the FEMA Incident Command System Framework.

+ Ability to oversee the planning and hosting of an annual Emergency Management Conference.

Desired Qualifications

+ Program Management or technical management expertise is highly desirable (i.e., cost, performance, schedule, and technical reporting) to accomplish the duties and responsibilities of the position.

+ Experience with NRO missions, programs, and management processes.

+ Knowledge of DoD and Intelligence Community (IC) organizations, missions, relevant policies, and processes.

+ Desired Training: All Hazards Threat Assessment (AHTA) Training

+ Desired Training: Completion of Incident Command System (ICS) training, to include ICS 100 Introduction to the Incident Command System and ICS 200 Single Resource and Initial Action Incidents
