This position is located within the Department of the Interior,
National Park Service, Financial Operations Division, Accounting
Operations Center (AOC), Herndon, VA. The incumbent will serve as
an expert on processing and recording all NPS payments and
obligations, manager of all payment functions and supervises a team
consisting of section supervisors, lead financial specialists, and
At the full performance level (GS-14) **the major duties of
this position include, but are not limited to the following:**
1. Performs a variety of top level accounting and financial
management functions, including but not limited to, formulating
and communicating a variety of major financial management and
travel policies, practices, techniques, and procedures
2. Supervises sections that make and certify payments, resolves
accounting and payment problems, and analyzes cost accounts and
3. Serves as the financial expert for all payment transactions,
advises section chiefs on how payments are to be charged and the
accounting entries related thereto.
4. Responsible for the resolution of financial transaction issues,
advising others, providing or requesting assistance from other
AOC organizations, NPS and Departmental organizations on
accounting/financial management system issues and concerns that
may require business process change or financial system changes.
5. Manages the financial transaction processing of payments,
related cost accounting data and adjustments, and the review and
analysis of the output.
6. Provides policies, procedures, and instructions related to
travel and transportation activity to include temporary duty and
permanent change of station travel guidance.
7. Responsible for human resource actions, including grievances,
promotions, performance standards, terminations, reassignments,
awards, recruitment, approval of leave, and disciplinary actions
for the staff
The National Park Service has determined that the selectee may be
allowed to telework with supervisor approval.
Salary Information: GS-14: $117,191 - $152,352 per annum. First
time hires to the Federal government normally start at the lower
salary range of the grade level.

Travel, transportation, and relocation expenses **will not be
paid**. All travel, transportation, and relocation expenses
associated with reporting for duty in this position will be the sole
responsibility of the selected employee.

and hired for this position.
This is a permanent, full-time, career/career conditional
New Supervisors may be subject to a 1-year probationary period.

Minimum Qualification Requirements:
**To qualify for this position you must meet the Specialized
Experience for the grade to which you are applying.
Specialized Experience: To qualify at the GS-14 grade level,
you must have at least one FULL year of specialized experience
equivalent to at least the GS-13 grade level in the Federal
service, or comparable experience not gained through Federal
service.. Specialized experience is experience that equipped the
applicant with the particular knowledge, skills and abilities to
perform successfully the duties of the position, and that is
typically in or related to the position to be filled**. Specialized
experience is defined as experience:1)** Applying a working
knowledge of finance and business principles, standards, and
practices to identify, analyze, and resolve increasingly complex
finance/business management challenges;2) Utilizing a
comprehensive knowledge of Government Accountability Office (GAO),
OMB, Treasury, and Departmental standards and regulations to prepare
financial and accounting reports, execute financial transactions,
and implement internal controls; 3) Serve as a financial expert
in processing and recording of all payments and obligations; 4)
Ensure the legality, timeliness, and correctness of obligations and
payments, the costing and recording of such payments, and the flow
and control of payment documents; 5) Develop and implement
policies, standards and procedures on financial management and
federal travel activities. 6) Lead and guide a team of
accountants and/or financial specialist in performing financial
management related assignments.
