Summary
This position is located in the Unigrid Publications Office, Harpers
Ferry Center (HFC), National Park Service (NPS) and is responsible
for the development, production, and critical on-time delivery of
22 to 28 million copies annually of Unigrid brochures. The incumbent
has the responsibility for creating a full range of digital
publishing options, in order to meet head-on constant changes in the
technology, thus expanding the types of services and products
provided by the Office.

Responsibilities
As an Offset & Digital Print Production Specialist you will:
  • -Independently plan, organize, and carryout publication
assignments, resolving creative and production problems,
evaluating workflow, and determining resource requirements.
  • -Prepare, justify, and/or administer budgets for publication
assignments.
  • -Evaluate publication program for 508 Federal accessibility
compliance and makes recommendations to the manager for the
purchase of in-house digital hardware and software.
  • -Ensure accessible availability of various print options, such
as Braille or Large Print Editions.
  • -Utilize digital archiving methods; image editing, file naming
and in-house production folder structures that enhance and
streamline; develop and maintain layout templates, including
specifications and style.
  • -Research, develop, maintain and update digital publishing
systems (File architecture, workflow, color management, hardware
and software) for graphic design, pre-press and printing.
  • -Create standards and guidelines for staff and internal and
external contractors. Facilitates the development and
modification of digital workflow, providing seamless interface.
  • -Assist with a variety of special assignments as needed and
beyond the scope of the brochure programs. Development of new
Apps or with the Audience Centered Experience (ACE) principles
in a variety of media.
  • -Use in-depth technical knowledge of high-volume digital
publishing systems.

  • Time-In-Grade: Any individual who is currently holding, or has
held within the previous 52 weeks, a General Schedule position
under non-temporary appointment in the competitive or excepted
service must meet time-in-grade requirements (must have served
52 weeks at the next lower grade or equivalent in the Federal
service). Time-in-grade requirements must be met by the closing

Qualifications
To qualify for this position at the GS-13 grade level, you must
possess the following minimum qualifications by close of the
announcement:
EXPERIENCE: At least one full year of specialized experience
comparable in scope and responsibility to the GS-12 grade level in
the Federal service (obtained in either the public or private
sectors). This experience must include: Evaluating a high volume,
time-sensitive publication program's processes and systems for the
improvement of that system's efficiency and cost-effectiveness;
independently researching, developing, maintaining, and updating
digital publishing systems (file architecture, workflow, color
management, hardware, and software) for graphic design, pre-press,
and printing; graphically transforming new, complex, abstract, and
often-ambiguous scientific, cultural, or historical topics to make
them understandable to ll audiences; and incorporating topics, along
with graphic elements, narrative text, and accompanying maps, into
original digital press-ready publication layouts.

Volunteer Experience: Experience refers to paid and unpaid
experience, including volunteer work done through National Service
programs (e.g., Peace Corps, AmeriCorps) and other organizations
(e.g., professional; philanthropic; religious; spiritual; community,
student, social). Volunteer work helps build critical competencies,
knowledge, and skills and can provide valuable training and
experience that translates directly to paid employment. You will
receive credit for all qualifying experience, including volunteer
experience.
You must include months, years and hours per week worked to receive
credit for your work and/or volunteer experience. One year of
specialized experience is equivalent to 12 months at 40 hours per
week. Part-time hours are prorated. You will not receive any credit
for experience that does not indicate exact hours per week or is
listed as "varies".

Additional information
Physical Demands: Work is primarily sedentary and requires
sitting, walking, standing, bending, and the carrying of objects
such as files, books, papers, and supplies. Position requires travel
to printing plants, binderies, parks, and meetings by air, train, or
automobile. No other special physical demands are required to
perform the work of this position.
Work Environment: The work is performed in an office setting
with normal everyday risks and discomforts. Work involves minimal
risks and observance of safety precautions typical of an office
setting.
The National Park Service has determined that the duties of this
position are suitable for telework and the selectee may be allowed
to telework with supervisor approval.
