Construction Manager/Specialist Job Description Summary Manages all on-site field construction activities associated with the completion of a large project. Applies extensive knowledge of various disciplines to be used during construction, as well as the methods and techniques to be utilized for installation. Incumbent is thoroughly familiar with required contractual obligations and technical aspects of all facilities to be erected. In addition to construction supervision, the incumbent is also responsible for field administration, procurement, and field engineering. The Construction Manager will be the federal owner’s representative, responsible for review, oversight and validation throughout construction and responsible for ensuring the construction sequence of operations, budget and schedule. Willingness to relocate to construction site in Boquerón, Puerto Rico is expected. Project is 18 to 20 months long. EDUCATION/EXPERIENCE: Bachelor's Degree in construction-related field (or equivalent construction-related work experience), and typically 10+ years of experience in field construction is required. Experience in the construction of large civil/structural and/or industrial projects at domestic and/or foreign locations is preferred. SKILLS/COMPETENCIES: Requires extensive knowledge of construction-related processes, as well as a thorough knowledge of industry practices. Demonstrated effective managerial capability is also required, as well as strong written and oral communications skills. We need our Construction Managers to be versatile and thoroughly familiar with required contractual obligations and technical aspects of all facilities as well as those who have exceptional communication, analytical and management skills. In this role you manage all onsite field construction activities associated with the completion of a large project. (Typically a project having a total installed cost of $5 to 20 million.) We will need you to apply methods and techniques to be utilized for installation. In addition to construction supervision, the incumbent is also responsible for field administration, procurement, and field engineering. Willingness to relocate to construction site locations is expected. Responsibilities: The Construction Manager (CM) will work on behalf of our client and their client, with responsibilities including: Oversees the overall planning of construction activities to identify critical milestones and priorities. Keeps alert to possible problem areas and takes preventative action to ensure that critical milestones are met for each phase of the project. Ensures the use of sound construction practices to attain required quality control at the maximum efficiency and minimum cost. Prepares periodic reports summarizing progress of construction activities for higher level management and clients, including formal presentations. Ensures effective implementation of all Company and client policies and procedures, including labor relations policies. Serves as the primary contact with client representatives, subcontractors, and government representatives for construction related activities. Maintains strong client and community relations. Performs other responsibilities associated with this position as may be appropriate. Technical Requirements: The CM shall be fluent in speaking both English and Spanish languages. The CM shall have experience with federal and local Puerto Rican Governments policies and procedures. The CM shall have prior experience with construction management within Puerto Rico and the complexities with construction near salt water environments. The CM shall have extensive knowledge in building HVAC and generator systems operating in the Puerto Rican environment. The CM shall have extensive knowledge in Civil and Structural construction in a close proximity to a marine environment within Puerto Rico. The CM shall have extensive knowledge in HVAC commissioning testing and services. CM is responsible for providing the management, quality control, and administrative tasks needed to perform the services in an expeditious and economical manner. CM shall assist the federal government to achieve its goals with respect to the project’s schedule, budget, scope and quality while performing all the work in accordance with all environmental requirements. Coordinate and standardize the administration and management reporting and procedures with the program level requirements The CM shall monitor the coordination interface between on-site operations and the construction work and be available to resolve any problems. This will include on-site aspects of coordination and communication involving all stakeholders Change Orders: The CM shall assist in the administration and processing of changes to construction contracts. The CM shall provide weekly progress reports describe and summarize the activities and progress of the week, highlighting areas of concern, making recommendations for corrective action. The CM shall coordinate the Request for Information (RFI) process. The CM shall establish with the construction contractor a procedure for the development and the maintenance of the required “As-Built Documentation.” Qualifications: 10+ years of experience in field construction is required Bachelor's degree from an accredited institution in a construction related field (or equivalent construction related work experience) OSHA 10 Hr Training Experience in the construction of large civil/structural at foreign locations is preferred. Experience working with local governments in Puerto Rico and prior marine construction work. Requires extensive knowledge of construction related processes, as well as a thorough knowledge of industry practices. Demonstrated effective managerial capability, as well as strong written and oral communications skills
