Job Description

The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

  1. GENERAL: This is a non-personal services contract to provide Chapel support services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Coordinator who, in turn is responsible to the Government.
  2. The coordinator shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the Chapel support services as defined in this Job description except for those items specified as government furnished items and services.

2.1The coordinator shall perform to the standards in this contract.

2.2 PERFORMANCE REQUIREMENTS:

2.3 Catholic Community Coordinator (CCC):

2.3.1. Education and Experience Requirements. The CCC shall possess the following:

2.3.2. General Responsibilities:

2.3.2.1. Coordinate and execute day to day work for the Catholic community within a pluralistic environment respecting all faiths.

2.3.2.2. Assist the Senior Faith Group Chaplain in planning, prioritizing, and decision making processes affecting the parish and provide input for chapel goal setting, planning and evaluation sessions.

2.3.2.3 Attend chapel staff meetings, Catholic Pastoral Advisory Council meetings and other meetings as directed by the Senior Faith Group Chaplain, providing administrative support to Catholic Pastoral Advisory Council.

2.3.2.4. Maintain a neat, clean, well-groomed, modest, professional appearance and conduct oneself in a business-like manner with a willingness to work within a community of diverse faith expressions, supporting a religiously pluralistic environment.

2.3.2.5. Maintain liaison with local diocese, Archdiocese for the Military Services, and local parishes.

2.3.2.6. Maintain proficiency through attendance at workshops, conferences, and other training opportunities, made available by the fund.

2.3.2.7. Maintain a professional working relationship with chapel staff, congregation, and other personnel to achieve duties as necessary.

2.3.2.8. Submit facility requests according to chapel procedures for the Catholic Chaplain or priest approval. The community coordinator is responsible for all Catholic community programs in the chapel. This includes ensuring the facility is opened, setup, properly utilized, cleaned and secured after Mass and other community events.

2.3.2.9. Ensure the facility, sanctuary, or Blessed Sacrament chapel are properly prepared before Mass and other worship services, and returned to a neutral setup following all community events.

2.3.2.10. Care/maintain Catholic worship equipment (to include, altar, altar cloth, and banners). Coordinate any maintenance issues with the Noncommissioned Officer In

Charge (NCOIC), Chapel Operations.

2.3.2.11. Monitor all equipment and supplies necessary for Catholic community programs and events.

2.3.2.12. Coordinate all seasonal and special community events pertaining to the liturgy.

2.3.2.13. Be able to work with the Protestant Community Coordinator on any ecumenical projects deemed appropriate by the Wing Chaplain and coordinated through the Faith Group Chaplain.

2.3.2.14. Oversee all publications, announcements, and curriculum pertaining to the Catholic community.

2.3.2.15. Develop weekly bulletins, special program flyers, and community announcements for the Catholic Chaplain or priest approval.

2.3.2.16. Maintain an electronic continuity file of weekly bulletins.

2.3.2.17. Coordinate publicity requirements with the Superintendent Chapel Operations, the Catholic Chaplain or priest, and Wing Chaplain for base newspaper, electronic, web-based, and off-base advertisements.

2.3.2.18. Update the Catholic bulletin board, validating that only approved items are posted.

2.3.2.19. Record data as required and report data to Senior Faith Group Chaplain.

2.3.2.20. Prepare and administer surveys to solicit feedback for quality review of Catholic program at least annually.

2.3.2.21. Manage the Catholic community tithe envelopes distribution.

2.3.2.22. Ensure that Catholic Community census information is established in an electronic format using a suitable database program provided by chapel resources and is updated weekly by adding or deleting community member’s information as needed.

2.3.2.23. For indirect mission support items, fill out the AF Form 4356, CTOF Purchase Request Form, as trained by the Chapel POC or Account Technician as needed for purchases.

Submit request to the Catholic Chaplain or priest, contracting officer, or accounting technician allowing 10 days for processing. For direct mission support items, fill out the Appropriated

Funds Purchase Request Form. Submit request to the Catholic Chaplain or priest, Resource Advisor, or approving official allowing 10 days for processing.

2.3.2.24. Accountable for paying any Social Security payments, Federal or Local Income Taxes, and State Unemployment Insurance premiums for themselves, as well as any individual employed or subcontracted by them to provide services under this contract.

2.3.2.25. Comply with all Air Force computer and information security agreements.

2.3.3. Recruiting Responsibilities

2.3.3.1 Recruit Volunteers: Recruit, and place volunteers for the community ministries.

2.3.3.1.1. Plan volunteer training sessions and other community meetings as needed. At a minimum, one training session will be held at the beginning of each program year.

2.3.3.1.2 Ensure all volunteers have properly completed background checks before being allowed to work with children without line of sight supervision.

2.3.3.1.3 Post monthly volunteer schedules.

2.3.3.4. Program Support Hours: Coordinator must be available evenings and weekends, before and after worship services as coordinated with the Senior Faith Group Chaplain. Program support hours will fluctuate with the liturgical seasons and parish needs. Estimated hours are up to 15 hours weekly.

3.0 TELEWORK

3.1. Telework: Work shall be performed with equipment provided by the chapel, but the

Government will not assume operating costs associated with an alternate worksite. The coordinator shall maintain accountability for any government provided equipment. Coordinator employees shall maintain availability via email and phone during the approved hours specified. Telework does not abrogate the requirement for complying with the protection of information IAW DOD and USAF regulations. Telework arrangements shall commence with Chapel POC or Contracting Officer approval after the following details are discussed and documented in writing:

Teleworking shall not result in an increase in compensation;

The Coordinator is responsible for continuity of performance in accordance with the terms of the contract; and the coordinator shall monitor worker access, performance and duty hours; and plan in case of VPN failure, or unsuccessful telework performance.
