Job Description

The Miccosukee Tribe of Indians of Florida is looking to hire a Chief Infrastructure Officer. This will be a full-time position with benefits. 
The Chief Infrastructure Officer is responsible for the planning and development of all aspects of infrastructure for the Miccosukee Tribe of Indians of Florida as well as its enterprises as needed. Oversight of the Tribe’s Engineering, Planning, Environmental and Information Technology functions.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Lead teams in the development of tribal master planning and development studies to sustain and improve the infrastructure of the Tribe.
Analyze Tribal infrastructure and develop future development alternatives/scenarios that will prepare the Tribe to meet the current and future needs of its membership.
Collaborate with senior leadership (CFO) to schedule and prioritize infrastructure capital expenditures in a manner that supports the policies and strategic direction set by the Chairman and Business Council.
Direct and manage specific capital improvement program projects within the overall program. Ensure that capital projects are properly identified, justified, and programmed, adequately funded, and appropriately delivered through design, construction, and into operation.
Advance projects in a timely manner, achieving key milestones and setting in place future deliverables.
Assure on-time and, ideally, under-budget completion of key projects that are critical to the realization of the Tribe’s strategic goals.
Coordinate with the US Army Corps of Engineers, National Park Service, State of Florida, South Florida Water Management District, consultants, contractors, other departments and individuals in the planning and implementation of capital projects.
Coordinate with the Miccosukee Environmental Protection Agency and contractors to ensure compliance with all environmental regulatory requirements and plans.
Provide technical vision, planning, review, and oversight of information technology projects to ensure that each is executed in accordance with established and accepted best practices for the information technology industry.
Serves as the primary point of contact with the local, state, & federal governments and private contractors for Tribal development-related matters.
Is a partner in developing strategic plans for the Tribe based on the priorities and objectives set by the Chairman and Business Council and leads communication to internal and external stakeholders.
Determines strategic initiatives, goals and objectives within their suite of departments. Leads the performance of the departments as it correlates with the Tribe’s strategic plan and the associated key performance indicators. Develops and implements strategies for optimizing performance with the goal of meeting or exceeding performance benchmarks to be set by the Chairman and Business Council.
Serve as a member of the overall Tribal leadership team and, through that, contribute to the broad strategic direction of the Tribe. As a member of the leadership team, contribute to the formulation of the Tribe’s strategic plan and other operational, infrastructure, facilities and resource plans consistent with the Tribe’s vision and values.
Maintains positive relationships with the Tribe and its membership and effectively assists with preparing and presenting reports and information pieces for presentation to the Tribe’s General Council (legislative body).
SUPERVISORY RESPONSIBILITIES: Provides leadership to develop a cohesive working environment across departments. Foster a positive and collaborative work environment. Coach, counsel and challenge employees regarding performance expectations of their position, including completing evaluations on a timely basis. Champion continuous improvement and provides development opportunities to staff for growth and improved performance. This position will supervise the following departments and advise their respective leadership: Tribal Planning, Waste Management, Wilderness, Facilities, Heavy Equipment, Construction, Little Trail, Housing Department, IT.
QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION/EXPERIENCE: Bachelor’s degree and 7+ years of experience in related field. Graduate degree in a related field preferred. A.A.E. accreditation preferred.

SALARY AND BENEFITS: Salary commensurate with C-level role and experience of candidate. Health, Vision, Life, Dental, and Disability Insurance. 401(k). Moving expenses to be negotiated.
