These support activities include Information Technology (IT), Operational Management and Support (OM&S), Professional Consulting, and Commercial Systems. Metrica’s OM&S services encompass employee relocations, international logistics, facilities management, and training development. Metrica’s Professional Consulting services provide experience and expertise in the areas of econometric analysis, human performance technology, and statistical analysis.

The open position Metrica is seeking to fill is the Program Manager for the DHS CISA Digital Transformation Support Services (DTSS) BPA on which Metrica is bidding. The individual in this capacity will be expected to manage execution of comprehensive government projects under a multiple-award BPA; provide vision and leadership to achieve business objectives; promote Metrica’s culture and strategic initiatives; and inspire and encourage employee development and engagement. He or she will work with project managers to ensure a high-performance, customer service-oriented work environment, which supports achieving DHS’s mission, objectives, and service expectations. The Program Manager will provide leadership and participate in programs and activities that promote workplace diversity and a positive employee relations environment.

Essential Job Function Responsibilities

• Apply PMP and ITIL v3 Foundation concepts and practices to the management of the overall contract and the projects awarded under it

• Organize, direct, and manage contract operation support functions, involving multiple, complex, and inter-related IT project tasks

• Manage teams of contract support personnel at multiple locations

• Maintain and manage the client interface at the senior levels of the client organization

• Meet with customer and contractor personnel to formulate and review task plans and deliverable items

• Ensure conformance with program task schedules and costs

• Establish and maintain technical and financial reports to show progress of projects to management and customers

• Organize and delegate responsibilities to subordinates; supervise junior personnel

• Oversee the successful completion of all assigned tasks

• Supervise and participate in the preparation of project proposals

Required Qualifications

• Bachelor’s degree in Computer Science, Information Systems, or Business Management

• Minimum of 15 years of related technical experience, at least 7 of which must be in IT program management

• Experience with applying the Agile and Scrum methodologies

• Top Secret (TS) clearance

• Eligibility to be granted a Sensitive Compartmented Information (SCI) clearance from the Department of Homeland Security

• Project Management Professional (PMP) and ITIL v3 Foundation certification

• Experience working in information technology operations within the U.S. government

• Experience with working and managing technology contracts, winning competitive task orders, and executing work under firm fixed price and performance based contracting terms
