Federal Budget Analyst

Description

MetaPhase Consulting is currently supporting DHS CISA by providing expertise regarding federal budget execution, financial reporting, performance management, as well strategic planning and budget formulation. Contractor support includes assisting in the collection and reporting of critical financial and programmatic data to support stakeholder requirements.

In support of this project, MPC is seeking a Federal Budget Analyst with 5+ years of experience to provide PPBE support to DHS CISA OCFO.
Basic Qualifications (Required)

• A minimum of five (5+) or more years of direct experience in budget coordination, transformation, project management, and/or business analysis.
• 5+ years of overall experience with budgets, data management, transformation and configuration.
• 3+ years IGCE experience.
• Experience working with large data sets, models, within a budget environment.
• Experience acquiring data from primary and secondary sources and maintaining data systems.
• Experience working in a fast paced and flexible environment both on large and small teams.
• U.S. Citizenship required (NO EXCEPTIONS).

Essential Responsibilities

• Provide Planning, Programming, Budgeting, and Execution (PPBE) support for the federal customer.
• Monitor budgets and assist with the development of tracking mechanisms to ensure full accountability.
• Maintain, track, and report on status of funds.
• Maintain and distribute Lines of Accounting as requested by the cognizant program manager.
• Retrieve and track information from the CISA's financial systems of record (AIMS, FFMS) for approval of goods and services.
• Assist with and develop deliverables for data calls, Congressional Budget Justification Reports, senior leader briefings.
• Perform a variety of complex analytical tasks in support of programs to include cost estimating, resource planning, and long-range budget planning.
• Support development of strategic plans, Resource Allocation Plan (RAP) and Program Decision Options (PDOs), OMB Justification (OMBJ), Congressional Justification, and Appropriation Committees' Technical Assistance.
• Conduct research and develop information to understand budget requirements.

Minimum Bachelor's degree in Business Administration, Finance or related field (Masters Preferred)
