POSITION TITLE: Program Manager, Licensed Full Time Equivalent: 1.0 FTE Salary Range: $102,500 MINIMUM REQUIREMENTS: Clearance on Background/DOJ Live scan result per contract requirements. Negative reading from pre-employment TB and Drug Tests. Valid California driver’s license and current auto insurance per contract requirements. Professional License/Certification: LCSW, LMFT, MFTi or Psychologist POSITION PURPOSE: The Program Manager is responsible for the overall operation of the program. Range of authority is consistent with that of MHS Program Managers. REPORTING RELATIONSHIP: This position reports to the Vice President. ESSENTIAL DUTIES AND RESPONSIBILITIES: Responsible for overall program operations, including fiscal and administrative management, quality assurance, implementation of policies and procedures, and overall contract compliance. Oversees quality of direct services, ensuring adherence to best practices and highest professional standards. Supervises accurate data collection, and record keeping, and prepares contractually required reports. Provides regularly scheduled supervision to all direct reports and oversees weekly treatment team and staff meetings. Supervises and coaches staff and develops and implements ongoing staff training and development of the program. Recruits, assesses and recommends candidates, and implements affirmative action, equal opportunity and cultural diversity at the recruitment level. Functions as program liaison with County Mental Health/Substance Use Disorder Services and community-based organizations, representing the agency as directed by Vice President at meetings and committees. Adheres to program budget and reviews monthly operating statement to ensure financial integrity, and ensures implementation of quality assurance activities, including peer review and monitoring of all participant charts. Maintains knowledge of best practices by reading appropriate publications, attending seminars, conferences, and other training as necessary, and demonstrates commitment to professional growth by attending in-service trainings and staff development programs, and seeking out supervision when needed. Maintains a minimum degree of training and knowledge in cultural competency, co-occurring and gender responsiveness, and trauma-informed care. Oversees facilities by ensuring equipment is in good operating condition, maintaining the work area in a clean and neat manner, ensuring a safe working environment, and reporting deficiencies and vandalism. KNOWLEDGE, SKILLS, AND ABILITIES: Bilingual in Spanish, Vietnamese, Chinese/Mandarin, Tagalog, Farsi, or another California threshold language is preferred. Effectively manages staff to maintain positive morale and unit cohesion as evidenced by maintaining a cooperative and flexible attitude toward coworkers, showing adaptability to change, and exhibiting effective communication and interpersonal skills with Intermediate competency using Microsoft Office, and Outlook. Knowledge of evidence-based models of treatment and cultural/socio-economic factors that inform service provision to persons with psychiatric or dual diagnosis disorders. Has strong crisis intervention skills and is able to set priorities and react appropriately to emergency situations. Works cooperatively with intra-agency and interagency staff and maintains the distinction between therapeutic and social relationships. Demonstrates ability to plan, prioritize, budget, control, and evaluate at a level enough to ensure the efficiency, effectiveness, and success of the program. EDUCATION AND WORK EXPERIENCE: Master of Arts or a Master of Sciences degree in a social services field. Licensure as an LCSW, LMFT, or Psychologist in the State of California. 5 years’ experience with mentally ill and dually diagnosed populations in individual and group counseling settings. At least two years of supervisory experience in a similar work setting. Employment Type: Full Time Years Experience: 3 - 5 years
